No mitigation measures are necessary. <br /> b. Criteria Pollutants. The proposed project involves both an increase in the daily <br /> tonnage limit of waste received and an increase in daily trips delivering waste to <br /> the site. The incremental increase in activities would result in an increase in the <br /> generation of criteria pollutants. An 82%increase in tonnage limit is requested as <br /> part of the proposed project. The increased tonnage translates into a 58%increase <br /> in daily trips to and from the site. A complete evaluation of the potential increase <br /> in criteria pollution emissions will be included in this EIR. <br /> Fugitive Dust. Currently,waste is covered with a minimum thickness of 6 inches <br /> of soil and/or alternative daily cover at the end of each operating day to control <br /> vectors, fires,odor,windblown litter,and scavenging. In the future,alternative <br /> daily cover consisting of tarps and/or green waste may be used. Intermediate cover <br /> consisting of at least 12 inches of soil will placed on surfaces of the fill where <br /> no additional refuse will be placed within 180 days to control vectors,fires,odors, <br /> windblown litter,and scavenging. Surfaces that have reached final elevations or <br /> surfaces that are not at final elevations but will not receive refuse within 2 years <br /> must be provided with Partial Cover in accordance with the WDRs. Partial Cover <br /> requires the following soil cover thickness. <br /> ■ Slopes 5:1 and less: a total of 3 feet of compacted soil. <br /> ■ Slopes steeper than 5:1: a total of 2 feet of compacted soil. <br /> Cover material sources are from the onsite soil that is excavated from the <br /> modules. Typically,the cell adjacent to the active cell is excavated and material <br /> is stockpiled and used as cover soil. The NCRC&SL site is expected to have an <br /> abundance of soil to be used for cover(Kleinfelder 2005);soil is not currently <br /> being imported for daily cover. <br /> Dust is controlled at the landfill by daily watering of haul roads and tipping areas <br /> in accordance with the existing Air Quality Management Permit(AQMP)issued <br /> by the SJVUAPCD. In addition,paved roads are washed with a water truck on a <br /> weekly basis or as needed. Watering is accomplished with the use of water <br /> trucks with sprinklers on front and back. Frequency of water application is <br /> dependent on the season and site conditions. The performance standard of <br /> "controlling visible dust"dictates the frequency of water application. A log is <br /> kept at the landfill with time and general location of watering. <br /> In addition,existing County policy requires tarps to be placed over open loads, <br /> further minimizing windblown litter and fugitive dust. The current management <br /> practices at the landfill site minimize fugitive dust emissions,and implementation <br /> of Mitigation Measure AIR-I would further reduce emissions of fugitive dust and <br /> would be implemented in concert with current dust management practices. <br /> Implementation of Mitigation Measure AIR-1 would reduce impacts to a less-than- <br /> significant level. <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 2-18 <br /> Permit Revision J&S 06307.06 <br />
