For the purpose of this evaluation,an odor nuisance is <br /> indicated by complaints filed by nearby residents or others outside the landfill <br /> property boundary. Normal landfill operations are not expected to be odor-free, <br /> as some odors will be detectable at or near the refuse fill;however,present odor <br /> control procedures are successful,as indicated by a lack of offsite odor <br /> complaints filed. Presently,odors are controlled by the daily placement of soil <br /> over the refuse. <br /> Measures to control landfill gas practices will continue under the proposed <br /> permit revision. In addition,the installation of a LFG collection and treatment <br /> system will further decrease the odor nuisance potential. <br /> Increasing the maximum permitted daily disposal tonnage would allow the <br /> placement of more refuse;this could result in a gradual increase of LFG,which <br /> would be collected and treated by the proposed installation of a LFG collection <br /> and treatment system. Increase of incoming refuse vehicle trips would not <br /> directly affect LFG production.It is anticipated that installation of the LFG <br /> collection and treatment system, in addition to the final cover that will be <br /> constructed over all fill areas once the landfill is closed,would eliminate the <br /> release of LFG. Consequently,releases of LFG are considered less than <br /> significant,and no mitigation is required. <br /> C. As described above under"b,"with implementation of Mitigation Measure <br /> AIR-1,the proposed project would not create a significant air quality impact. <br /> Therefore,a cumulatively considerable net increase of any criteria pollutant <br /> would not occur. <br /> Emissions associated with the proposed project would result from(1)vehicle <br /> trips associated with hauling material to the landfill and(2)ancillary machinery <br /> used for landfill operations. Because the proposed project would extend the <br /> lifetime of the landfill,these emissions would continue past the current estimated <br /> closure date of 2036 to approximately 2048. This increase is considered to be a <br /> potentially significant impact and will be addressed in the EIR. <br /> d. Certain residents, such as the very young,the elderly,and those suffering from <br /> certain illnesses or disabilities,are particularly sensitive to air pollution and are <br /> considered sensitive receptors. Examples of land uses where significant numbers <br /> of sensitive receptors are often found are schools,day care centers,parks, <br /> recreational areas,medical facilities,rest homes,and convalescent care facilities. <br /> Land use conflicts can arise when sensitive receptors are located in close <br /> proximity to major sources of air pollutant emissions. Although the increased <br /> quantity of refuse would gradually increase the potential to emit VOCs,the <br /> landfill gas collection system to be installed in June 2006 would collect and <br /> destroy most of the VOCs.Additionally,the landfill is located in a relatively <br /> remote location.This impact is considered less than significant;however, a more <br /> detailed analysis will be included in the EIR. <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 2-21 <br /> ass 06307.06 <br /> Permit Revision <br />
