San Joaquin County Environmental Checklist <br /> e. Because the proposed project would extend the operational lifetime of the landfill <br /> and increase the daily tonnage limit,more waste material would be disposed of at <br /> the facility,which could increase the potential for odor impacts to occur if not <br /> controlled during normal odor control practices and by the LFG collection <br /> system. The SJVUAPCD has issued guidance for the assessment of odor impacts <br /> associated with sanitary landfills,indicating that sensitive receptors located <br /> within 1 mile of a landfill could experience a significant odor impact <br /> (SJVUAPCD 2002). if sensitive receptors are located within this distance,the <br /> SJVUAPCD recommends that a detailed odor analysis be conducted,which <br /> entails a review of odor complaints received by the district against the facility in <br /> question for the previous 3 years. Information provided by the SJVUAPCD <br /> indicates that the SJVUAPCD has received no odor complaints against the <br /> NCRC&SL for the period of January 1999—May 2005. <br /> As previously noted,waste is covered with a minimum thickness of 6 inches of <br /> soil and/or alternative daily cover at the end of each operating day to control <br /> vectors,fires,odor,windblown litter,and scavenging. If there are offensive <br /> odors from a load of waste, it is to be covered immediately with soil,per current <br /> landfill operations policy. In addition,an LFG collection and treatment system <br /> will be installed by the county at the facility in 2006. With the daily covering of <br /> waste,the planned LFG collection and treatment system,and no odor complaints <br /> logged against the NCRC&SL for the last 6 years, it is not anticipated that <br /> significant odor impacts would result from the proposed project. Potential <br /> impacts are considered less than significant.
