San Joaquin County Environmental Checklist <br /> County is in the Great Valley region of the California Floristic Province <br /> (Hickman 1993),which was once characterized by extensive marshes, riparian <br /> woodlands,and grassland communities. <br /> A Jones& Stokes biologist conducted a reconnaissance-level field survey of the <br /> landfill property on June 3,2005. The vegetative composition of the landfill <br /> proeprty consists mostly of nonnative annual grasses and ruderal species <br /> dominated by Italian ryegrass(Lolium multiorum),slender oat(Avena barbata), <br /> and soft chess(Bromus hordeaceus),with scattered white-tipped clover <br /> (Trifolium variegatum),vetch(Vicia sp.),and yellow star-thistle(Centaurea <br /> solstitialis). Seasonal wetlands(including freshwater marsh and vernal pools) <br /> are present along a drainage(South Paddy Creek)that flows east to west through <br /> the northern undeveloped portion of the landfill property. A retention pond on <br /> the eastern portion of the landfill property receives stormwater runoff from the <br /> landfill facility. A narrow band of riparian habitat along the northern and <br /> western perimeter of the retention pond consists mostly of willows(Salix sp.)and <br /> Fremont cottonwood(Populus fremontii). Small patches of riparian habitat also <br /> occur around seasonal wetlands in the northern portion of the landfill property. <br /> Two elderberry shrubs(host plant for the valley elderberry longhorn beetle,a <br /> species listed as threatened under the federal Endangered Species Act[ESA])are <br /> growing in the vicinity of a seasonal wetland along the western side of the <br /> landfill entrance road. <br /> Developed areas within the project area include existing building structures and <br /> four separate modules(refuse disposal sites)located in the southern two-thirds of <br /> the project area. Ornamental trees(e.g.,eucalyptus[Eucalyptus globules], <br /> cottonwood,maple[Acer sp.], and pine [Pinus sp.])and landscaped areas are <br /> present along the entrance road and around the perimeter of the building <br /> structures. <br /> Surrounding habitats and land uses consist of vineyards to the west and east and <br /> annual grassland/pasture to the north and south. <br /> Special-Status Species <br /> For the purpose of this Initial Study(IS),special-status species are defined as <br /> plants and animals that are legally protected under ESA and the California <br /> Endangered Species Act(CESA)or other regulations and species that are <br /> considered sufficiently rare by the scientific community to qualify for such <br /> listing. Special-status plants and wildlife fall into the categories listed below. <br /> ■ Species listed or proposed for listing as threatened or endangered <br /> under the federal ESA (50 CFR 17.12 [listed plants],50 CFR 17.11 <br /> [listed animals],and in various notices in the Federal Register[FR] <br /> [proposed species]). <br /> ■ Species that are candidates for possible future listing as threatened or <br /> endangered under the federal ESA(69 FR 24876,May 4,2004). <br /> Notice of Preparation for the June 2006 <br /> North County Recycling Center and Sanitary Landfill 2-24 <br /> Permit Revision J&S 06307.06 <br />
