The spill happened around 6:00 PM the
day before. I informed him that he should have notified the EHD and CalOES
earlier. Called and left a message for Lori. Called Andy and informed him I was
heading to the site. I gave him my email to send me photos of the cleanup.
SITE VISIT:
Left for the site at 10:12 AM to meet with Lowell. During the inspection I was
accompanied by Melissa Nissim, Unit III program coordinator, and Carol Presto,
EHS. Several patches of dark staining were observed around the fuel station. The
fuel contractor, Stockton Petroleum, used absorbent to contain and clean up the
spill on the asphalt. Absorbent and staining was observed around the oil-water
separator(OWS) drain in the middle of the fuel station. Saturated absorbent was
observed in the OWS drain. Left site at 10:37 AM.
Got back to the office and called Lori. The absorbent was taken back to the
Stockton Petroleum service yard for storage as hazardous waste until it can be
transported to the San Joaquin County Household Hazardous Waste facility for
disposal. Lori said that the spill occurred because of a broken clock gauge on the
tank. She estimated that 2 quarts of diesel was released based on how much fuel
was left in the truck.
Created the complaint and typed the notice to abate. Emailed the notice to David
and confirmed that he received it.
Received a summary of the incident and photos from Andy Bagley.
5105.rpt Page 1 of 2
