commencement of any construction . This plan is required from the Developer , the builders , and <br /> all contractors and subcontracts working within MHCSD ' s boundary . The Developer shall pay all <br /> review fees prior to the approval of the plan . <br /> 9 . U . S . A . Requirement : U . S . A . shall be contacted 48 - hours prior to any lateral crossing of a joint <br /> trench or trenching within the right- of-way . <br /> 10 . Hold Harmless Provision : The Developer shall defend , indemnify , and hold harmless the <br /> MHCSD , its agents , officers , and employees , from any claim , action , or proceeding against the <br /> MHCSD , its agents , officers , or employees , to attack , set aside , void , or annul an approval of <br /> MHCSD concerning any MHCSD condition , which action is brought within the time provided for <br /> in Section 66499 . 37 of the Government Code . <br /> 11 . All homes along Central Parkway shall front Central Parkway or give the appearance of fronting <br /> Central Parkway . If required , the existing landscaping shall be modified to allow for the proper <br /> treatment of homes fronting Central Parkway . <br /> 12 . Complete , replace or install any missing or damaged frontage improvements on all side along <br /> the edges of the development . <br /> 13 . Traffic and Transportation . The subdivider shall improve all streets shown on the Tentative Map <br /> and other transportation improvements as described in the following : <br /> A . The street improvements shall include all street pavement , curbs , gutters , sidewalks , <br /> landscaping , lighting , signs underground utilities , etc . <br /> B . The MHCSD may allow phase improvements subject to subdivision agreement or bonding . <br /> C . Complete the Traffic Signal installation at Main Street and Central Parkway . <br /> D . Upgrade the Pedestrian Warning System on Central Parkway at Central Community Park to <br /> a Rectangular Rapid Flashing Beacon ( RRFB ) . <br /> Timing : The applicant shall bond for the traffic signal and RRFB prior to the Final Map <br /> Approval . The applicant shall conduct a Warrant Analysis prior to the first building permit ( BP ) <br /> and again once 50 % of the BPs for the subdivision has been issued . The Warrant analysis <br /> shall consider , as a minimum , the following Warrants : Warrant 1 , Eight- Hour Vehicular <br /> Volume ; Warrant 2 , Four- Hour Vehicular Volume ; Warrant 3 , Peak Hour ; Warrant 4 , <br /> Pedestrian Volume ; Warrant 5 , School Crossing ; and Warrant 7 , Crash Experience . Traffic <br /> analysis shall be conducted during weekdays and weekends , including 12 - hour pedestrian <br /> counts during special events at the Central Community Park . Once one of the Warrants are <br /> met , the applicant shall build the traffic signal at Main Street and Central Parkway . The RRFB <br /> shall be built prior to the issuance for the first building permit . <br /> b . Best Management Practices : <br /> 1 . The Developer shall comply with MHSWMP policies , MHSWMP mitigation measures , and Phase <br /> I and II NPDES permit requirements , including the preparation and implementation of an SWPPP <br /> that outlines B . M . P . s to be followed to minimize erosion and sedimentation during project <br /> construction and operation . <br /> 2 . The Developer shall install catch basin filters , Water Decontaminator per MHCSD Standard <br /> Specification and Details , and /or other source control Best Management Practices ( B . M . P . $ ) for <br /> runoff from the project prior to issuance of the building permit . <br /> 3 . Construction - Related Erosion : The Developer and /or contractor shall comply with applicable <br /> PA- 2100089 — Conditions of Approval 7 <br />
