Ross Robert Truck Repair Used Oil Tank <br /> Interim Assessment and Conditional Certification <br /> September 14, 2021 <br /> 1.0 Introduction and Purpose <br /> This document presents a hazardous waste tank assessment and certification for the 300-gallon used oil <br /> tank at the Ross Robert Truck Repair, 641 S. Harrison St., Stockton CA 95206. This document is <br /> intended to meet the requirements for hazardous waste tank integrity assessments/certifications as <br /> specified in the California Code of Regulations Title 22, Article 10, Sections 66265.192 and 66265.193. <br /> 2.0 Regulatory Background <br /> In California, waste oil may be considered a hazardous waste, and subject to hazardous waste <br /> requirements during the storage and management of the waste on-site. Waste oil can be managed under <br /> 90-day generator status and is routinely removed by transporters and sent to recycling or disposal <br /> facilities. <br /> For the purposes of this assessment, the term"tank" is used consistent with the definition of a tank in <br /> 22 CCR66260.10'. This integrity assessment is performed for the entire "tank system"which includes <br /> the tank, as well as related operating components or features of the tank, such as valves, secondary <br /> containment,piping, etc. <br /> The requirements for hazardous waste tank systems vary based on whether the facility is considered a <br /> large or small quantity generator, defined under 22 CCR 66262.34 (a) and(d), and whether the tank is <br /> located aboveground or underground. This assessment is for an aboveground tank at a large quantity <br /> generator facility. <br /> 3.0 Facility Description <br /> The Ross Roberts Truck Repair facility is located at 641 S. Harrison St., Stockton, California. The <br /> facility is a commercial truck repair facility. The tank is located in a covered area between the North <br /> and South Buildings. The site is relatively flat and completely paved. <br /> The facility includes multiple service bays, office space, and storage areas. The tank is used for the <br /> collection of used oil from servicing vehicles. Tank installation and inspection information of the tanks <br /> by the previous owner is not available. A location map showing the geographic setting of the site is <br /> presented as Figure 1. A facility layout is presented as Figure 2. <br /> 4.0 Tank Description <br /> The tank is a 300-gallon, double-walled, aboveground, horizontal steel tank which stores used oil <br /> produced at the station. Steel is compatible with used oil. The tank is a Lube Cube model tank and was <br /> manufactured by Containment Solutions to the UL 142 Standard for storing flammable liquids. The tank <br /> manufacture date is not known. The tank was installed prior to facility use by Ross Roberts. <br /> Photographs of the tank are presented as Attachment I. <br /> The tank is a horizontal rectangular tank. The overall dimensions of the primary tank are 60" long by <br /> 30"wide and 40"tall. The secondary tank is 63" long by 36.5"wide and 37.5"tall. The design is <br /> compatible with Class III combustible liquids. <br /> The tank is located inside a concrete containment area along with a waste antifreeze tank. The <br /> containment area is 47"wide by 235" long by a minimum of 8"high. The tank is protected from vehicle <br /> ' 22CCR66260.10, defines tank as "a stationary device, designed to contain an accumulation of hazardous waste which is <br /> constructed primarily of non-earthen materials(e.g.,concrete,steel,plastic)which provide structural support". <br /> 1 <br />
