Sierra Chemical Co.
RCRA Contingency Plan
outdoor tanks, and all outdoor storage containers of hazardous materials, the mechanic shop and the
maintenance garage. These areas are reflected on the facility site map in Appendix A.
Sierra Chemical Co. in Stockton has a variety of operations. The chemical production and storage areas
are located on hard surfaces: either concrete or asphalt. Manufacturing processes at the Sierra Chemical
Co. facility include reacting chlorine with sodium hydroxide to create sodium hypochlorite. Each
production and chemical storage area have been designed as a containment area. Outlined in the
section below are the hazardous materials and processes used in each production and storage area.
1.2 Hazardous Materials and Processes
Chlorine Room
The chlorine room contains chlorine gas in a pressurized liquid form, a highly hazardous material. The
"liquid chlorine" is translocated from railcars, processed, repacked and stored within or near the
chlorine building and specified areas in the Year for storage until transferred to customers. Sizes of the
product range from cylinders, ton containers, and tank trucks.
Warehouse
The southwest region of the Warehouse is the sodium hypochlorite (bleach) packaging area. Spilled
product is captured and pumped back into the manufacturing process through the containment in this
area. All items located in the warehouse are packaged chemicals only and could include:
• Oxidizers (Class 5.1)
• Corrosives (Class 8)
• Poison -Keep Away (Class 6.1)
Adjacent to
the warehouse is a truck scale for
weighing
loads where possible
spills could occur. This
would most
often be the following chemicals:
hydroxide
• sodium
bisulfite
• Sodium
hypochlorite solution
• hydrochloric
acid
• sulfuric
acid
• sodium
hydroxide
• sodium
bisulfite
Maintenance Shops
The maintenance shops are used for general upkeep on pieces of equipment. The only chemicals that
would be stored for any length of time in this area would be solvents, grease, and similar products.
Rail Spur
Railcars have designated spotting locations. Corrosive chemicals in these areas could include:
• Chlorine
• Sulfuric acid
• Hydrochloric Acid
• Sodium Hydroxide
Prepared By:
Issue date:
Replaces:
Page:
ACT Environmental Services, Inc.
February 25, 2016
NA
7 of 44
