Sierra Chemical Co. <br />RCRA Contingency Plan <br />Corrosive Loading Areas <br />All loading areas are designed as containment zones. Products include but are not limited to: <br />• Sulfuric Acid <br />• Hydrochloric acid <br />• Sodium Bisulfite Aqueous <br />• Aluminum Sulfate <br />• Sodium Hypochlorite <br />• <br />Hydrofluorosilicic Acid <br />• Sodium Hydroxide <br />• Ferric Chloride <br />Vard <br />A variety of operations occurs throughout the Main Yard, including chemicals that have the potential to <br />spill or release in the Yard due to loading/unloading of materials to vehicles. A majority of the chemicals <br />are corrosive and may include those listed in the Corrosive Loading Areas. A list of the storage tanks and <br />the various chemicals held within is located in Appendix J. <br />Hazardous Waste Storage Areas <br />Hazardous wastes are collected in one central accumulation area located on the production floor and <br />include the following waste streams: <br />• Oily solids with soil and absorbents, <br />• Sodium hydroxide spill clean-up wastes, <br />• Empty aerosol cans, <br />• Full aerosol cans, <br />• Sodium Hypochlorite Waste, <br />• Fluorescent light bulbs, and <br />• Hydrochloric acid spill clean-up wastes <br />Oil is removed via offloading to an oil truck every 90 days. There is also one accumulation area located in <br />the mechanic shop that stores oily rag waste, which is also removed every 90 days. In addition, there is <br />one satellite accumulation area near the bleach containment area storing Non-RCRA bleach filters. The <br />bleach filters are accumulated and eventually transferred to the central accumulation area so that the <br />one year accumulation time limit is not exceeded. <br />Excludable Recyclable Materials (ERMs) <br />Sierra Chemical Co. offers for delivery many finished products to customers. Finished chlorinated and <br />other hazardous products delivered may occasionally be rejected by customer due to minor defects, <br />incorrect quantities, customer order error, or other minor defects. When this occurs, the customer <br />typically requests to return the product that was originally provided to them. Since these chlorinated <br />and other hazardous products may only be transported by a transporter with appropriate licensing, <br />Sierra Chemical Co. will retrieve the product using a third party carrier licensed to transport such <br />products such as Sierra Chemical's sister company, Circle Transport, located at the Stockton CA Facility. <br />The approved carrier will transport product back to the Sierra Chemical Co. facility after obtaining a <br />Return Material Authorization (RMA) from Sierra Chemical's customer service group.
