Medical surveillance will be supplied to ensure <br />that the physical and medical condition(s) of the members of the team support these efforts without <br />any adverse health effects. <br />2.2 Incident Command®r(IC) <br />The Incident Commander (IC) has the overall responsibility and oversight for emergency response <br />operations to ensure that response is conducted orderly and promptly for the protection of the <br />employees, the public, the environment, and all equipment. The IC's primary responsibilities include: <br />• Assesses and establishes the incident priorities. <br />• Determines strategic goals and tactical objectives. <br />• Develops incident command structure. <br />• Establishes site control and decontamination practices. <br />• Assesses needs, deploys, and releases needed resources. <br />• Determines appropriate PPE. <br />• Coordinates overall emergency response activities. <br />• Ensures the safety and prevention of injury/illness to employees and public. <br />• Coordinates activities of outside or cooperative agencies. <br />• Authorizes information release to the media. <br />2.3 Site Safety Coordinator <br />The facility shall have a designated safety coordinator that is in charge of responding to an incident. This <br />person has the responsibility to ensure that reliable performance of response operations are conducted. <br />The coordinator will transmit safety concerns and information to the IC and forward information to the <br />EHSS Manger or his/her designee. When activities are judged by the safety coordinator to be immediately <br />dangerous to life and health (IDLH) conditions, the coordinator has the power to alter, suspend, or <br />terminate such activities. The Safety Coordinator shall immediately inform the IC of actions to correct the <br />hazards at the emergency scene. <br />2.4 Operations Officer <br />The Operations Officer ensures that the work plan established by the IC is correctly and timely carried out <br />by the entry team. This person will convey all information regarding progress and changes that may occur <br />in the performance of the operation to the C. This position is termed the Emergency Responder Team <br />Lead, <br />2.5 EHSS Manger <br />The EHSS Manager or their designee is responsible for conducting the safety analysis for the emergency <br />response efforts and will monitor and assessthe safety hazards and unsafe situations to develop measures <br />for ensuring personnel safety. The EHSS Manager or their designee will provide on-going information to <br />the IC regarding present problems or potential hazards and provide suggested solutions. <br />In addition to monitoring for environmental or atmospheric conditions, the EHSS Manager or their <br />designee will monitor worl<ersinvoived in a spill clean-up operation and will oversee the health and safety <br />of all employees and contractors during spill cleanup and response.
