Sierra Chemical Co. <br />RCRA Contingency Plan <br />2.6 Hazmat Emergency Response Team (ERT) <br />An organized group of employees, designated by Sierra Chemical Co., who are expected to perform work <br />to handle and control actual or potential leaks or spills of hazardous substances requiring a possible close <br />approach to the substance. The HAZMAT/ER Team performs responses to releases or potential releases <br />of hazardous substances for the purpose of control or stabilization of the incident. A complete list of these <br />individuals is provided in Appendix C. All certificates of training and training logs will be kept onsite by the <br />EHSS Manager. <br />2.7 Emergency Response Dispatcher <br />n the event of a major spill/release, Sierra Chemical Co, has designated several individuals within the <br />office staff to be responsible for notifying everyone carrying radios. The ER Dispatcher would use the <br />internal paging system to alert the employees, including the Emergency Response Team, of the nature of <br />the emergency. The Dispatcher would also notify appropriate response agencies and neighboring <br />businesses, if necessary. These individuals will be provided a complete listing of which government <br />agencies to notify based on nature or severity of the spill/release. <br />The designee in order of availability is as follows: <br />1. Administrative Assistant <br />2. EHSS Manager <br />3. Transportation Dispatcher/Loading and Shipping Supervisor <br />4. Transportation Supervisor <br />5. Production Supervisor <br />If none of these individuals are on duty, and the alarm has sounded, the response agencies will be notified <br />by the contract security control company (Sonitorol). Sierra Chemical Co.'s IC would make the notification <br />to the neighboring businesses. <br />2.8 Staging Manager <br />The Staging Manager will pick up a copy of the Emergency Response Plan that will be located in the office. <br />He/She or their designee at the evacuation staging area shall immediately conduct a head count to verify <br />all personnel other than the ERT, are accounted for. The Staging Manager shall assign individuals to assist <br />with site security until relieved by the Stockton Fire Department Hazardous Materials Team, followed by <br />the Stockton Police. This person shall have two-way communications with the C. This person may also <br />act as the Emergency Response Dispatcher in a combined role. <br />The provisions of the contingency plan will be implemented whenever there is an emergency event that <br />could threaten human health or the environment, or whenever the potential for such an event exists <br />determined by the IC. The following information is utilized for categorization of events to determine <br />implementation of the Contingency Plan: <br />1. Medical Emergencies (does not implement the Contingency Plan) <br />2. Non -emergency (does not implement Contingency Plan) <br />a.
