Sierra Chemical Co. <br />RCRA Contingency Plan <br />Level I spills do not require activation of the emergency alarm system or the ERT However, anytime <br />there is a spill, the person discovering the spill should always notify their supervisor who may authorize <br />the clean-up using Level C PPE, <br />It the level I spill occurs offsite (i.e. company truck drivers who haul products on highways), the truck <br />driver is to clean-up using the spill kit inside the truck and inform a dispatcher before leaving a facility. <br />Level II Spills <br />A level II spill consists of large quantities or amounts of materials that pose no immediate danger to life <br />or the environment. The person discovering the spill should immediately notify their supervisor or the <br />EHSS manager and evacuate the area immediately. Level II spills is the most common spill that would <br />require instituting an incident command system (ICS) and utilization of the ERT. During level II spills, the <br />C or Site Safety Coordinator, will determine the PPE required. Where the material(s) that have been <br />spilled are unknown, perimeter testing will be conducted to determine the level of PPE required. Where <br />acceptable levels of a material have been exceeded, the ERT will be necessary to respond in Level A PPE. <br />The following actions will be implemented during a Level II spill: <br />1. Immediately evacuate the area <br />2. The IC will review facility records to determine nature of released material <br />3. Entry Team procedures will be utilized using: <br />• The buddy system <br />• Appropriate PPE <br />o Backup rescue team <br />• Supplemental communication signals <br />• Monitoring equipment <br />Exposure limitations <br />4. If possible, the source of the release will be secured <br />5. A dike to contain runoff may be built <br />6. The ERT will ensure that the storm drains and/or sewer do not receive potentially hazardous <br />runoff or spilled material. They may build dikes around the storm drains to control discharge. <br />7. Released wastes may be collected and contained by stabilizing or neutralizing the spilled <br />material, as appropriate, pouring an absorbent over the spilled material, and sweeping or <br />shoveling the absorbed material into drums or other suitable containers. <br />8. No hazardous waste that may be incompatible with the spilled material will be managed in the <br />affected area until cleanup procedures are completed. <br />9. The IC will direct spill control, decontamination, and termination procedures outlined in Section <br />9. <br />If the level II <br />spill occurs offsite (i.e. <br />company truck drivers who haul products <br />on highways), the truck <br />driver is to <br />February 25, 2016 <br />NA <br />22 of 44 <br />1. Evacuate the immediate area and refer to the ERG for safe distances <br />2. Notify a Sierra Chemical Co. Representative if at a Customer Facility; OR <br />3.
