Sierra Chemical Co. <br />RCRA ContingencV Plan <br />Level III Spills <br />Level II spills are spills that are deemed to pose risks beyond the abilities or capabilities of the ERT and <br />have the potential to pose harm to human life or an environmental hazard, or the automated gas alarm <br />detection system which is tied into an alarm panel in the front office and sounded. In level III situations, <br />the individual at the scene should evacuate the immediate area and notify the Emergency Response <br />Dispatcher followed by their supervisor. The Emergency Response Dispatcher shall announce on the <br />two-way radio to notify Sierra Chemical Co.'s ERT. The Emergency Response Dispatcher shall also notify <br />the Stockton Fire/Police Dispatch Center, Stockton HAZMAT/ER Team, and the Neighboring Businesses, <br />informing all individuals and organizations of the nature of the ongoing emergency. Contacts and phone <br />numbers of government authorities that can assist in emergency response and neighboring businesses <br />are listed in Appendix G. In the event of a level III incident, the outside agency that is called for response <br />will assume control and the ERT of Sierra Chemical Co. will only provide assistance. All other employees, <br />not inclusive of the ERT, shall evacuate to the predetermined evacuation staging area upon hearing the <br />alarm, notification through the radio system, or verbal warning. <br />If the level III <br />spill occurs offsite (i.e. <br />company truck drivers who haul products on <br />highways), the truck <br />driver is to: <br />February 25, 2016 <br />NA <br />23 of 44 <br />1. Evacuate the immediate area and refer to the ERG for safe distances <br />2. Notify a Sierra Chemical Co. Representative if at a Customer Facility; OR <br />3. Notify Highway Patrol if on Public Lands or Highways via 9-1-1 with the nature of the spill, <br />location, condition of the incident and provide shipping papers <br />Other items to note during level 11 and III spills: <br />• If the spill is a result of a process system, the operator should follow the "emergency shut- <br />down" procedures contained in the "standard operation procedure" for the process <br />• If the individual reporting the incident is working off hours and unable to reach his/her <br />supervisor, they should call the IC on duty. Home phone and pager numbers are listed by all <br />company phones. <br />• In the event that you are unable to reach the IC or IC on duty, dial 9-1-1 <br />NOTE: ANY SPILL INVOLVING HYDROCHLORIC ACID REQUIRES THE USE OF A RESPIRATOR <br />Control Procedures: Natural Emergencies <br />After a natural emergency (earthquake, flood, lightning strike, etc.) that involved or affected hazardous <br />waste or hazardous materials, the IC will ensure that certain actions are taken. Specific action items may <br />apply based on the weather event, as outlined below. However In general, in the event of any natural <br />emergency, the following actions should be completed: <br />1. Inspect containers which have not been disposed of and containment for signs of leakage or <br />damage. Inspect the areas where containers are stored looking for leaking containers and for <br />the deterioration of containers and the containment system. <br />2. Inspect affected equipment or areas associated with hazardous waste management activities for <br />the proper operating mode in accordance with site procedures and manually checked to ensure <br />sensors and the automated alarm system is not damaged. <br />3.
