Sierra Chemical Co. <br />RCRA Contingency Plan <br />PPE used during a spill/release response will be inspected for integrity and/or damage following each <br />usage. It is the individual wearer's responsibility (HAZMAT team member) to perform this inspection and <br />report any discrepancies to the C. This is to ensure that any replacement and/or repair can be done as <br />quickly as possible to avoid having defective equipment in the next response. <br />HAZMAT/ER Vehicle <br />All equipment that is used during a spill/release response is to be inspected thoroughly immediately <br />following the incident. In addition to checking equipment for damage and/or loss, all air bottles that may <br />have been used should be removed and immediately sent out for refilling. <br />There is a HAZMAT Equipment Checklist located in Appendix H that should be used to verify that the <br />appropriate response equipment is present and ready for use. This checklist should also be used for <br />inspecting PPE and equipment on a monthly basis. The completed checklist, in either situation, is to be <br />turned into the EHSS Manager or designated assignee for filing. <br />Spill Kits <br />All spill kits will be replenished with the required materials. An inventory of the spill kits throughout the <br />facility used during a cleanup operation will be thoroughly inspected, and the contents will be <br />documented within a reasonable time frame. <br />10.2 Reporting and Coordination Agreements <br />Reporting <br />Sierra Chemical Co. will report certain spills to the respective agencies as specified in 40 CFR section <br />264.56(h)(2) and CCR 66265.52. As previously stated, Sierra Chemical is required to notify various <br />government agencies and surrounding businesses during a significant release, fire, explosion or spill <br />involving hazardous materials. A list of these agencies and neighboring businesses is found in Appendix <br />G. A flowchart has been created to assist in this decision-making process for authority notification, as <br />seen in Figure 10.2. It is important to note, that if a person's life is in danger, regardless of the quantity <br />of the spill, immediately call 9-1-1. <br />All significant spills or threatened releases <br />of hazardous materials, <br />must be <br />immediately reported. <br />Notification shall be <br />made by telephone to <br />the following agencies, <br />without <br />exceptions: <br />• Local Emergency Response Agency (9-1-1 or Stockton Fire Department) <br />• The Local Certified Unified Program Agency (COPA)- San Joaquin County Department of <br />Environmental Health (209-468-3420) <br />• The California Governor's Office of Emergency Services, California State Warning Center (800- <br />852-7550 or 916-845-8911) <br />If appropriate, the following agencies may also be notified: <br />• The California Highway Patrol (9-1-1) <br />• National Response Center(800-424-8802) <br />o ONLY if the spill equals or exceeds CERCLA Federal Reportable Quantities (Figure 10.1) <br />• The United States Coast Guard- San Francisco (415-399-3547) <br />• Cal/OSHA- Northern California Sector (916-263-0704) <br />Prepared By: <br />Issue date: <br />Replaces: <br />Page: <br />ACT Environmental Services, Inc. <br />February 25, 2016 <br />NA <br />29 of 44 <br />
