Sierra Chemical Co. <br />RCRA Contingency Plan <br />and medical attention, communication, and alarms. As required by CCR section 66265.52(e), Sierra <br />Chemical Co. shall include a list of all emergency equipment at the facility in this contingency plan <br />including, but not limited to fire extinguishers, spill kits, communication systems, and decontamination <br />equipment, and all locations of this equipment. As previously stated throughout this plan, the lists of <br />equipment and locations are provided throughout Appendix A (spill kit locations), Appendix E (fire <br />extinguisher locations), Appendix N (list of PPE), and Appendix I (checklist for emergency response <br />equipment). This equipment shall be readily accessible and available to all Sierra Chemical Co. <br />personnel at all times. <br />If it becomes necessary to evacuate the facility, the assigned on-site and off-site staging areas have been <br />established and are also outlined in Sierra Chemical Co.'s EAP. Emergency evacuation coordinators are <br />the supervisors and are responsible for ordering an evacuation, coordinating information regarding the <br />emergency, collecting a head count, and reporting to arriving emergency personnel. The emergency <br />evacuation coordinators will inform the employee of the need for evacuation via handheld radios, by <br />pulling the fire alarm pull station and/or through a verbal warning. <br />All employees engaged in chemical activities will turn off pumps and close isolation valves and close <br />isolation valves appropriate to their activities. Employees working in the chlorine room or the South end <br />of the warehouse will proceed to the south of the warehouse door and proceed on the west side of the <br />building to the appropriate assembly area. Office and warehouse employees working at the North end <br />of the warehouse will proceed to the nearest exit on the North end and to the appropriate assembly <br />area. Attendance will be taken in the assembly areas by Supervisors or their designee(s). <br />An evacuation team has been organized by Sierra Chemical Co. and is responsible for ensuring the safe <br />evacuation of all personnel. This includes clearing aisles, hallways, and any other personnel including <br />customers and visitors. Each team leader is responsible for a safe evacuation and headcount of their <br />respective areas: <br />• Chlorine Room <br />• Loading <br />• Base Storage/Bleach Line <br />• Acid Line/Acid Storage <br />No one is <br />allowed <br />back into the building/facility until <br />it is declared safe to enter by the emergency <br />response <br />incident <br />commander or their designee <br />32 of 44 <br />Prepared By: <br />Issue date; <br />Replaces: <br />Page: <br />ACT Environmental Services, Inc. <br />February 25, 2016 <br />NA <br />32 of 44 <br />
