S0 JOA U 1 Environmental Health Department <br /> U ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ALL STAR HEAVY HAUL&TOW 1 17830 S IDEAL PKWY, MANTECA October 03, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with no labeling. The containers were: <br /> -Two drip pans containing used oil. One unlabeled brown plastic drip pan containing oil was observed in the south <br /> east quadrant of the facility yard on the asphalt next to a truck with the license plate number 4DBY555. One <br /> unlabeled black plastic drip pan containing oil was observed against the south wall of the facility on the ground <br /> positioned halfway on asphalt and half way on the dirt area lining the south perimeter wall. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> 606 CCR 66266.81(a)(3) Failed to meet lead acid battery storage requirements for hazardous waste management <br /> exemption. <br /> OBSERVATION: Unable to determine the accumulation time for fourteen lead acid batteries observed in one of <br /> the shipping containers and one lead acid battery observed next to the waste dumpster. No shipping documents, <br /> logs, or labeling was available for the batteries. <br /> REGULATION GUIDANCE: To maintain an exemption from managing spent lead acid batteries as hazardous <br /> waste, a generator shall not store more than one ton of spent batteries at any one location for more than 180 days, <br /> store one ton or less of spent batteries at any one location for more than one year, or remove the electrolyte from <br /> spent batteries. <br /> CORRECTIVE ACTION: To restore an exemption from managing spent lead acid batteries as hazardous waste, <br /> immediately comply with the storage requirements of spent lead acid batteries. Otherwise, begin managing all <br /> spent lead acid batteries as hazardous waste. Provide a corrective action statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Upon inspection, it was determined the facility generates hazardous waste and a permit must be obtained from <br /> FA0025534 PR0544918 SCO01 10/03/2019 <br /> EHD 22-01 Rev.9/16/2020 Page 10 of 11 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
