Approvals including applicable provisions of the MHCSD Design Manual and MHCSD <br /> Standards. <br /> H. Landscaping and architectural design of all parcels, designated as HOA or Landscape <br /> Maintenance District, shall be consistent with all Community Approvals, including applicable <br /> provisions of the MHCSD Design Manual and MHCSD Standards. The design plans <br /> associated with each phase of the development shall be completed and approved by the <br /> MHCSD Public Works Director prior to the approval of the Final Map for that phase. <br /> I. Masonry walls shall be installed at the property line between residential properties and all <br /> public or private parcels not intended for residential construction unless restricted by <br /> Community Approvals. View Fencing or no fencing may be permitted in locations where <br /> residences face the Open Space, as deemed appropriate by MHCSD. Plans are to be <br /> consistent with all Community Approvals, including applicable provisions of the MHCSD <br /> Design Manual, MHCSD Standards, and any applicable Special Purpose Plan. Improvement <br /> Plans shall be approved by CDD and MHCSD prior to issuance of the first building permit. <br /> J. All landscape pedestrian through-block connections, if applicable, shall bea minimum of 30- <br /> foot width. <br /> 68. NEIGHBORHOOD PARKS <br /> A. K and L neighborhood parks shall be either dedicated to MHCSD with the first Final Map or, <br /> if land is to be private, the developer shall provide a separate funding mechanism for <br /> maintenance acceptable to MHCSD. <br /> B. K and L Neighborhood Parks shall be designed consistent with all Community Approvals, <br /> including applicable provisions of the Parks, Recreation and Leisure Plan and the MHCSD <br /> Design Manual. The design of the park shall be reviewed and approved by the MHCSD. <br /> C. Construction of K and L Neighborhood Parks may begin with the construction of first homes <br /> but no later than the time at which 50% of the dwelling units for the neighborhood have been <br /> issued a building permit. The Park shall be completed no later than the time at which 80% of <br /> dwelling units for the neighborhood have been issued building permits. Completion time may <br /> be modified by the MHCSD General Manager to reflect construction,weather,budget,or other <br /> public interest contingencies. <br /> 69. COMMUNITY PARKS: <br /> All implementation of public improvement projects shall comply with all Community Approvals, <br /> including applicable provisions of the MHCSD Parks, Recreation and Leisure Plan and the <br /> MHCSD Design Manual. <br /> 70. Old River Regional Park <br /> A. All implementation of public improvement projects shall comply with all Community <br /> Approvals, including applicable provisions of the MHCSD Parks, Recreation and Leisure <br /> Plan and the MHCSD Design Manual. <br /> B. Construction of park improvements may be completed on a phased basis to correspond <br /> with the development of Neighborhoods directly adjacent to the facility. Each minimum phase <br /> shall be defined as the entire segment of the park that is directly adjacent to an abutting <br /> Neighborhood or the Old River Center area. Construction shall begin no later than the time <br /> at which 50% of the dwelling units have been issued a building permit.The improvements to <br /> specific segment shall be completed no later than the time at which 80% of dwelling units <br /> within the adjacent neighborhood or River Center area have been issued building permits. <br /> PA-1000267—Conditions of Approval 17 <br />
