Observed docked ship at but did not see any personnel. I large <br />diameter hose was connected to the ground level of the jetty. The hose went to the <br />top of the ship. Walked to the front of the ship and did not notice an sheen in the <br />water. On the way to the end of the boat personnel was noticed at the hose. He <br />identified himself as working for Yara and that fertilizer was being pumped into the <br />ship. He was asked if this ship was the one involved in a small diesel release. He <br />stated that it could have been since there were diesel trucks loading the ship <br />earlier. He called on to the ship and they stated that this was the ship and <br />proceeded to show me the area of the release. It was stated that there was drips <br />from the hose while taking the hose of the ships. It was stated that the side of the <br />ship was affected. Staining was observed on the side of the ship. Sheen could not <br />be observed directly in the area below where the release occurred. Whether or not <br />a cleanup had occurred or whether or not the diesel entered the water. The ship's <br />captain's assistant was called to answer some of the questions. He stated that the <br />cleanup was complete and that Fish and Wildlife had been on the ship at the time <br />of the release. It was stated that Micheal Cyne was the Fish and Wildlife <br />representative on site during the time. Any other questions made were answered <br />with similar responses. The Port's environmental contact, Steven Bende, was <br />called and showed up to the site. Steve stated that he was not sure of whether or <br />not a cleanup had occurred on the water. They were notified approximately 1 to <br />two hours after the incident. He had been there earlier and did not notice any <br />sheen in the water. Whether or not any amount of diesel was released into the <br />water could not be determined.
