Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00051641 Site Location: PORT OF STOCKTON - PORT RD 6 AND PORT RD D - BERTH 9 <br />Activity Summary <br />Activity Date Recorded by <br />02/19/2020 Initial notification received at approximately 8:30 am. Called the reporting party RUVALCABA <br />(510) 223-9002 and spoke to David Bruce, Onsite Manager or General Petroleum <br />Corporation who owns Maxum Petroleum. David stated that approximately one <br />third of a liter had been released due to the ships crew not putting on a cap <br />correctly on a hose that was being lowered. It was stated that NRC environmental <br />may have been on scene and that a representative from the California Department <br />of Fish and Wildlife (CDFW) was on scened at the time of the release. It was <br />stated that Micheal Cyne with Fish and Wildlife was there when the release <br />occurred. David was not sure of any of the diesel made it to water. He stated that <br />Micheal had cleared the area and declared it clean. David stated that it was <br />reported to him that no sheen was visible in the water. <br />Called the CDFW spill desk at (916) 341-6957 and left a message. A call back <br />was requested and referenced OES control number 20-0973. The call was made <br />to verify that CDFW was onsite at the time and to get more facts on the incident. A <br />call back has not been received at this time. <br />In a discussion about responsible party, with David to was stated that it was a grey <br />area. The Ship may have been the responsible party since the end of the hose <br />was last on their ship and the people at the jetty had not taken control of it at the <br />time of the release.
