Complaint Investigation Summary Report #. 5105
COMPLAINT ID: C00053534 Site Location: 31901 DETERMINATION DR
Activity Summary
Activity Date Recorded by
03/17/2021 Visited property for complaint about two recreational vehicles occupied and being SALINAS
connected to sewage and electricity. Additionally, the commercial coach converted
to two dwellings.
The owner got irritated for my visit, I explained that I was not code enforcement,
but environmental health. She told me that she is in the process of getting the
permits for the coach showed me some conversations with Juanita from code
enforcement. I talked to a tenant living in the commercial coach letting her know
that we are going to red tag it since she is trying to get it permitted and also told
the tenant about the fair housing.
However, the two Recreational vehicles are connected to septic system and to
electricity. I explained the risks of electrical and waste water in the septic system
to the owner and give them 7 days to remove the plumbing from the recreational
vehicles and electrical cords.
I spoke to one of the tenan
ts of one of the recreational vehicles,( prowler) but they were rude, I tried to
explain why I was there, but they kept on saying that it was not legal for me to be
there and that evictions were not in process. I tried to explain over and over again
that the reason of my visit was about the connections to the septic tank and that if
I come back in 7 days and the connections were there still, I was going to red tag it
with a notice to vacate.
The female tenant stated that she needed to call the cops and have me state what
I was saying, they took a picture of my badge and complaint. I could not stay
longer because I had an appointment but told her I was going to come back after
the appointment to post it with a notice and order to abate for the recreational
vehicles and a sewage discharge on both vehicles.
I told both parties that if in a week the septic connections and electrical
connections were still there, I was going to red tag it, and that they just needed to
disconnect all of that, I had to go and on my way, out I walked with the owner she
asked me how would they do it without the connections, I told her she could hire
someone to pump the recreational vehicle tank or get a container that is
specifically made for recreational vehicles and go out and dump it in appropriated
locations design to dump the recreational sewage and the electrical should just be
disconnected.
spoke to Sonia from Fair Housing see service code 007 today
When I came back, no cops were on the premise and the tenant stated that my
call with Sonia was enough to add to the report.
I once again explained my visit, the tenants were upset with the owner and the
owner was kind of irritated with the tenants. After some arguments between
tenants and owner, I posted both recreational vehicles with a notice to abate for
recreational vehicle and sewage disposal notice to abate, took my pictures and left
the premise.
5105 rpt
