Discrete Depth Soil&Soil Vapor Assessment Work Plan Page 3 <br /> CPSA,Lodi,California <br /> March 12,2025 <br /> SCOPE OF WORK <br /> Based on the results of the 2021 Post-Closure Indoor&Ambient Air sampling results in the CPSA, <br /> the 2023 and 2024 PSG sampling activities in the vicinity of the 18 S. Pleasant Ave. residence, <br /> and the comments from the Water Board in their February 9, 2024 Review of Soil Vapor <br /> Assessment Report, City of Lodi Central Plume Source Area letter, the City proposes to perform <br /> the following additional assessment activities— <br /> • Discrete depth soil and soil vapor sampling to further delineate the vertical extent of <br /> residual PCE in soil and soil vapor in the vicinity of the 18 S. Pleasant Ave. residence; <br /> • Sub-slab sampling with paired passive indoor air sampling to evaluate potential vapor <br /> intrusion at Guild Cleaners Inc (Guild), located at 17 South Church Street; and, <br /> • Indoor air sampling at 18 S. Pleasant Ave. and 11 S. Church St. to determine the current <br /> indoor air quality in the properties. <br /> PRE-FIELD ACTIVITIES <br /> Prior to performing the discrete depth soil and soil vapor, sub-slab, and indoor air sampling, CHT, <br /> on behalf of the City, will perform the following pre-field activities— <br /> • Obtain permission from building owners: The City will send a letter to the owners of the <br /> impacted properties seeking permission to perform assessment activities at their property. <br /> • Obtain an Encroachment Permit: CHT will obtain an encroachment permit from the City <br /> to install the soil vapor borings in the public right of way. <br /> • Obtain Boring Installation Permits: Obtain the necessary permits from the San Joaquin <br /> Department of Environmental Health (SJDEH). <br /> • Update Health and Safety Plan (HASP): The Site-specific Health and Safety Plan(HASP) <br /> will be updated in accordance with 29 CFR 1910.120 and Title 8 California Code of <br /> Regulations Section 5192 to address potential hazards at the Site during the proposed field <br /> activities. The HASP will be reviewed, signed, and adhered to by all onsite personnel <br /> including field staff, subcontractors, and Site visitors during the performance of the <br /> fieldwork. The HASP will include project objectives, assessments for potential hazards <br /> which may be encountered at the Site and associated with chemicals of potential concern <br /> (COPC), personal protective equipment and personnel monitoring, Site organization, and <br /> emergency contacts. The HASP will remain on-Site during all fieldwork. <br /> • Underground Utility Survey: Prior to initiating drilling activities, CHT will mark the soil <br /> vapor borehole and PSG sample locations in white paint and contact Underground Service <br /> Alert (USA) at least 72-hours prior to the start of fieldwork.
