® GAVIN NEWSOM
cnvrRNnR
CIA
5E N RETAARYFOR
WaterBoards ENVIRONMENTAL PROTECTION
Central Valley Regional Water Quality Control Board
18 March 2025
Andrew Richle
Utilities Superintendent
City of Lodi
2001 W. Turner Road
Lodi, CA 95242
Arichle(d lodi.gov
REVIEW ADDITONAL SITE ASSESSMENT REPORT WORK PLAN, CENTRAL PLUME
SOURCE AREA, LODI GROUNDWATER PLUMES SITE, LODI, SAN JOAQUIN COUNTY
Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff reviewed
the 12 March 2025 Discrete Depth Soil & Soil Vapor, and Indoor Air Assessment Work Plan (Work
Plan) for the 18 South Pleasant Avenue, 17 South Church Street, and 11 South Church Street
locations within the Central Plume Source Area (CPSA), Lodi, California. Civil Hydro Tech (CHT)
submitted the Work Plan on behalf of the City of Lodi Public Works Department (City) for the Lodi
Groundwater Plumes (Site). The City submitted the Work Plan in response to the 24 February 2025
Board staff letter.
The Work Plan provides detail for additional sampling in three areas of the CPSA including:
• Discrete depth soil and soil vapor sampling to further delineate the vertical extent of residual
tetrachloroethylene (PCE) in soil and soil vapor near the vicinity of the residential home at
18 South Pleasant Avenue;
• Sub-slab sampling with paired passive indoor air sampling to evaluate potential vapor
intrusion at Guild Cleaners Inc (Guild), located at 17 South Church Street; and,
• Indoor air sampling at 18 South Pleasant Avenue and 11 South Church Street to determine
the current indoor air quality of these properties.
At 18 South Pleasant Avenue (private residence), the City proposes collecting depth discrete soil
and soil vapor samples from two boring locations at approximate depths of 5, 10, 15, and 25 feet
below ground surface (bgs). Actual soil and soil vapor sample depths will be based on lithological
data and field screening observations. Soil samples will be analyzed for volatile organic compounds
(VOCs) using EPA Method 5035/8260B. Soil vapor samples will be collected with precleaned and
evacuated 1-liter Suma canisters and will also be analyzed for VOCs using EPA Method TO-15.
Helium is proposed as the leak-check gas and collected soil vapor samples will additionally be
tested for helium using ASTM D-1946.
NICHOLAS AVDIS, CHAIR I PATRICK PULUPA, EXECUTIVE OFFICER
11020 Sun Center Drive,#200, Rancho Cordova,95670-6114 1 www.waterboards.ca.gov/centralvalley
