Andrew Richle - 2 - 18 March 2025 <br /> Also, at 18 South Pleasant Avenue (private resident), one indoor air sample and one ambient <br /> outdoor air sample will be collected using passive air samplers. Previous indoor air sampling at this <br /> location identified a concentration of PCE that slightly exceeded the residential San Francisco Bay <br /> Area Regional Water Quality Control Board environmental screening level (ESL) for indoor air. The <br /> City assumes the homeowner will provide the requested access to allow the 24-hour passive testing <br /> to be completed. The samples will be analyzed for VOCs using EPA Method TO-117. <br /> At the former Guild Dry cleaning facility (17 South Church Street), the City proposes to install one <br /> sub-slab Vapor Pin° beneath the concrete slab near the floor drain and sewer lateral within the <br /> building's interior. Additionally, one paired indoor air sample and an exterior ambient outdoor air <br /> sample will also be collected. The sub-slab soil vapor sample collection will follow a comparable <br /> procedure as used with the active soil vapor sample collection of 18 South Pleasant Avenue. The <br /> indoor and outdoor air sampling and analysis will follow the same procedure as outlined in the <br /> private residential air sampling and analysis. <br /> Also, as requested by Central Valley Water Board staff, the City proposes collecting an indoor air <br /> sample from the building at 11 South Church Street. The air inside this building was previously <br /> sampled and tested and had a PCE concentration which slightly exceeded the commercial ESL of <br /> 2.0 microgram/liter (fag/L). The building is presently used as a bakery/cafe and previous access <br /> requests have been denied by the owner. Sampling and analysis of the air at 11 South Church <br /> Street will follow the same procedures as described for the residential property. <br /> Central Valley Water Board staff concur with the City's proposed approach of sample collection and <br /> sample analyses. The City should conduct the investigations and submit an investigation summary <br /> report by 1 May 2025.
