The Plan states that during wet weather periods the <br /> leachate will be filtered to remove contaminants and the filtered water will <br /> be discharged to the next module where no wastes have been discharged. During <br /> dry weather, leachate will be sprayed on the landfill currently receiving <br /> waste. No leachate treatment is proposed during the dry weather season. <br /> Our concerns about this Plan are as follows: <br /> 1. Leachate must be removed from the sump as it accumulates in order to <br /> comply with Waste Discharge Requirements Order No. 91-021, Discharge <br /> Specification B.8. The Plan states that leachate will be sprayed over <br /> the lined portion of the landfill during dry weather periods. More <br /> details about the spray program are needed. Leachate may be sprayed on <br /> the roads within the unit for dust control or on the landfill for dust <br /> control . However, leachate may not be applied in sufficient quantities <br /> to percolate downward into cover soils. These restrictions should be <br /> stated in the Plan. <br /> 2. During dry weather months, there will likely be periods of time when <br /> dust control water is not needed. Where will the leachate be stored <br /> until dust control liquid is needed? <br /> 3. The berm around the winter pad must be designed to direct water to the <br /> leachate collection system under all rainfall conditions. If the berm <br /> fails and allows leachate to commingle with runoff from outside the <br /> bermed area, then all runoff inside the module must be handled as <br /> leachate. <br /> 4. The Plan states that surface runoff inside the module and outside of the <br /> winter berm will be stored in the Surface Runoff Storage Basin. The <br /> Plan does not indicate that surface runoff will begumped from the <br /> active module to storage in a future module. Surface runoff must not be <br /> contaminated with leachate from either the winter pad or from contact <br /> with wastes previously discharged to the active module. We are <br />
