Mr. Gabe Karam -2- 11 September 1992
concerned that wastes outside of the winter pad area may be contacted by
rainfall and cause leachate seeps in the side of existing waste. These
seeps could contribute liquid waste to surface runoff and contaminate
it.
5. How will the County prevent leachate collected in the geonet from
contaminating surface water runoff in the sump? If leachate mixes with
surface runoff, then the combination must be treated as leachate.
6. The discharge of treated water to the future module for storage is
acceptable. A revision to waste discharge requirements is needed to
specify acceptable levels of treatment for this discharged water. What
levels does the County propose be allowed for discharge? What frequency
of monitoring does the County propose in order to demonstrate that the
treatment process is working?
We request the County to address the above concerns and submit a revised Plan
by 15 October 1992. If you have any questions, please call Robert Evans at
(916) 361-5737.
WILLIAM Jf'MARSHALL
Waste Discharge to Land Unit, Chief
RAE
cc: Ms. Lori Oldfather, Department of Fish and Game, Stockton
Mr. Brad Williams, Integrated Waste Management Board, Sacramento
Mr. Ed Padilla, San Joaquin County Public Health Services, Stockton
