WASTE DISCHARGE REQUIREMENTS -3- <br /> SAN JOAQUIN COUNTY <br /> NORTH COUNTY SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> landfill and the screening berms, and finally reconnected to the natural <br /> channels (Attachment "B"). <br /> 16. The beneficial uses of these surface waters are domestic, municipal , <br /> agricultural , and industrial supply; ground water recharge; recreation; <br /> esthetic enjoyment; fresh water replenishment and habitat; spawning; <br /> wildlife habitat; and the preservation and enhancement of fish, wildlife and <br /> other aquatic resources. <br /> OPERATION OF FACILITIES <br /> 17. A public drop-off and recycling center will be near the facility entrance. <br /> The landfill will be open to the public, but they will not be allowed past <br /> the public drop-off point. The recycling center will accept most recyclable <br /> materials, including household hazardous waste. <br /> 18. A hazardous waste exclusion program will be implemented at the facility. <br /> This program consists of checking all loads received at the on-site public <br /> drop-off and recycling center. No public vehicles will be allowed to unload <br /> at the active face. Loads will be unloaded at the public drop-off center <br /> and taken to the active face by facility vehicles. County, franchised, and <br /> commercial vehicles will go directly to the active face, where they will be <br /> visually inspected as they unload. <br /> 19. The Discharger's current plans indicate that the proposed Class III landfill <br /> will reach capacity, at the earliest, by the year 2026. The total capacity <br /> of this landfill is 16.2 million cubic yards. <br /> 20. The discharger has installed three ground water monitoring wells (G-1, G-2, <br /> & G-3). These wells will be used to monitor ground water with respect to <br /> the initial fill modules 1 and 2. More ground water monitoring wells will <br /> be installed as operations proceed to other modules. <br /> DESIGN OF WASTE MANAGEMENT UNITS <br /> X21: The Discharger's data demonstrate that natural geologic materials between <br /> the base of the class III landfill and ground water will prevent impairment <br /> of beneficial uses of ground water from the discharge of 'nonhazardous solid <br /> wastes' to the landfill . However, the landfill will also be lined with a 60 <br /> mil high density polyethylene (HDPE) liner, overlain by a dendritic leachate <br /> collection and removal system (LCRS). <br />
