WASTE DISCHARGE REQUIREMENTS -4- <br /> SAN JOAQUIN COUNTY <br /> NORTH COUNTY SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> CERTIFICATION <br /> 22. San Joaquin County will retain a registered civil engineer to certify that <br /> all modules at this facility meet the construction or prescriptive standards <br /> and performance goals of Chapter 15. <br /> CEQA CONSIDERATIONS <br /> 23. The San Joaquin County Planning Commission has certified a final <br /> environmental impact report (EIR) on the project in accordance with the <br /> California Environmental Quality Act, (Public Resources Code Section 21000, <br /> et seq. ) , and the State Guidelines. The project may have the following <br /> significant impacts on water quality: increased sedimentation in the South <br /> Fork of Paddy Creek below the landfill ; potential contamination of ground <br /> water from leachate generated at the landfill ; e1imination of one to ten <br /> acres of wetland habitat. <br /> 24. The Board has reviewed the EIR and these WDRs will mitigate or avoid the <br /> significant impacts on water quality as follows: construction of wide, <br /> shallow perimeter ditches, with vegetation encouraged in the ditch bottoms, <br /> will mitigate the increased sedimentation of surface waters; construction of <br /> a 60 mil HDPE liner and LCRS in each module will mitigate possible leachate <br /> migration to groundwater; development and implementation of a wetland <br /> restoration plan will mitigate the elimination of the wetland habitat. <br /> OTHER LEGAL REFERENCES <br /> 25. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento-San Joaquin Delta Basin (5B) which contains water quality <br /> objectives of all waters of the Basin. These requirements are consistent <br /> with that Plan. <br /> 26. All local agencies with jurisdiction to regulate land use, solid waste <br /> disposal , air pollution, and to protect public health have approved the use <br /> of this site for the discharges of waste to land stated herein. <br /> 27. The Board has notified the Discharger and interested agencies and persons of <br /> its intention to issue the WDRs for this facility. <br /> 28. In a public hearing, the Board heard and considered all comments pertaining <br /> to this facility and discharge. <br />
