Hazelton Avenue <br /> Stockton, CA 95201 <br /> INTERIM LEACHATE DISPOSAL PLAN FOR THE NORTH COUNTY RECYCLING CENTER AND <br /> SANITARY LANDFILL <br /> We reviewed San Joaquin County's Interim Leachate Disposal Plan For the North <br /> County Recycling Center and Sanitary Landfill . The Leachate Disposal Plan is <br /> not acceptable. Discharge of leachate back to the Class III landfill would be <br /> a violation of Prohibition A. 2 of Regional Board Order No. 91-021, which <br /> prohibits the discharge of liquid or semi-solid waste to the landfill units. <br /> As long as liquid wastes remain in the Class III landfill unit, the County <br /> will be in violation of Order No. 91-021 . <br /> Provision C. 16 of Order No. 91-021 required San Joaquin County to submit a <br /> Leachate Disposal Plan three months prior to landfill start-up. That Leachate <br /> Disposal Plan was to include a copy of an agreement with a local waste water <br /> treatment plant to take the initial leachate. A copy of this agreement was <br /> not submitted to the Regional Board. <br /> The Leachate Disposal Plan states that if water quality parameters meet <br /> drinking water standards, the water from the sump may be pumped to a storm <br /> drainage system. Drinking water standards are developed for the protection of <br /> public health in a public drinking water system. As such, these standards may <br /> not protect fish and wildlife. Any discharge to surface waters must be in <br /> compliance with the State Water Resources Control Board's Inland Surface <br /> Waters Plan. Any discharge of waste to surface waters must be regulated under <br /> a National Pollutant Discharge Elimination System (NPDES) permit. <br /> We request the County take immediate steps to return to compliance with Order <br /> No. 91-021.
