Hazelton Avenue <br /> Stockton, CA 95201 <br /> STORNVATER MMAGEMENT, NORTH COUNTY SANITARY LANDFILL, SM JO IN COUNTY <br /> (CASE# 3161) <br /> On 6 March 1991, I conducted a staff inspection in response to complaints by <br /> the Department of Fish and Game (DFG) that North County Sanitary Landfill 's <br /> (County) stormwater discharge was causing siltation problems in South Paddy <br /> Creek and that stormwater which had contacted or percolated through the wastes <br /> in the landfill was also being discharged into South Paddy Creek. <br /> I met Lori Oldfather and John Stark, DFG, who explained what measures DFG had <br /> previously requested the County take in order to prevent the siltation <br /> problems. Although several major storm events had already occurred in recent <br /> weeks, the County did not begin implementing the requested measures until the <br /> week of this inspection. During the inspection, it started raining and it was <br /> clear why the measures were necessary because a significant amount of <br /> stormwater flowed into the north stormwater basin prior to discharging into <br /> South Paddy Creek. <br /> Next, Mr. Stark pointed out the pump and hoses used by the County to pump <br /> water from inside the landfill module into a stormwater basin adjacent to the <br /> south side of the module. Ms. Oldfather explained that stormwater from this <br /> basin went through a series of basins prior to being discharged from the north <br /> basin into South Paddy Creek. Ms. Oldfather stated that DFG was concerned <br /> that stormwater which had gone through the waste in the landfill had <br /> commingled with other site runoff. This combined runoff, which is being <br /> discharged into South Paddy Creek, may be carrying volatile organics, metals, <br /> and pathogens which could be toxic to downstream biota. <br /> After the inspection, we contacted Gabe Karam and instructed him to do the <br /> following: 1) complete all items requested by DFG to prevent siltation <br /> problems in South Paddy Creek; 2) sample all water currently in the stormwater <br /> basins to determine if volatile organics are present; 3) collect and dispose <br /> of all stormwater runoff inside of Module 1 at a local wastewater treatment <br /> plant; and 4) submit a stormwater and leachate disposal plan. <br />
