Mr. Tom Horton 2 23 April 1992 <br /> Gabe Karam responded by stating the Wetlands Mitigation Plan for the landfill <br /> allowed them to discharge all stormwater runoff to South Paddy Creek and to <br /> the wetlands area. I told him that all stormwater runoff that is inside the <br /> landfill should be managed as leachate and must go to a wastewater treatment <br /> plant. Our review of the 22 May 1990 Wetlands Mitigation Plan found that the <br /> Plan did not state that runoff from inside the landfill module could be <br /> discharged into the wetlands area. Furthermore, the discharge of runoff which <br /> has contacted or percolated through the wastes to surface drainage is a <br /> violation of Discharge Specification B.13. of Waste Discharge Requirements <br /> Order No. 91-021. <br /> A Technical Report which states how the County is going to manage its <br /> stormwater runoff at the landfill in the coming year was due on 15 November <br /> 1992. To date, we have not received the Technical Report. Therefore, we <br /> request the County submit a Technical Report to our office by 1 June 1992, <br /> which states: 1) what actions the County has taken to address the above <br /> issues; and 2) what actions it will take during the upcoming dry-weather <br /> season to prepare for the next wet-weather season which starts in October <br /> 1992. <br /> If you have any questions, please contact me at (916) 361-5737. <br /> ROBERT A.
