WINTERIZATION PLAN — WINTER OF 2008/09 j�;� <br />NORTH COUNTY RECYCLING CENTER AND SANITARY L M� �"1��EDD <br />September 30, 2008 SEP 3 0 2008 <br />T HEALTH <br />INTRODUCTION ENR MIT ME/SERVICES <br />S_E <br />P ERP�I 1RVICES <br />This document presents the planned preparation for the rains of the winter of 2008/2009. <br />The objective of this plan is to provide six months of operation in wet weather. Some <br />details of this plan may be revised as needed to address conditions as they may develop <br />as winter approaches. <br />Winter refuse disposal is planned for two areas. The first area is the lower winter pad in <br />Module 4 (Figure 1). This winter pad is comprised of compacted and oiled road base to <br />provide an accessible refuse disposal area when surface conditions prevent access to <br />the landfill during the winter. Refuse will be pushed off the lower winter pad to the west <br />and south. The lower winter pad is intended to be the primary wet weather pad through <br />the winter of 2008-09. <br />The second area is the upper winter pad on Module 3. It is intended that this winter pad <br />will be available for use this winter and the next. Refuse will be pushed south from this <br />pad (Figure 1). <br />Planned erosion control prevention measures include: <br />Placement of anti -erosion mats or three-step hydroseed on the new southern and <br />western side slopes of Module 4 (Figure 1). Selection of the method of erosion <br />control will be based on the availability of landfill staff for the placement of mats. <br />2 The shoulder at the top of the southern slopes of Module 4 will receive berms <br />directing the surface flow to downcomers. These downcomers will conduct rainwater <br />to the base of the slope, where it will then drain into the temporary retention pond <br />south of Module 4. Water entering the retention pond will be pumped into the site <br />drainage ditches, eventually entering the interim sedimentation pond. The <br />downcomer on the uppermost lift over module 4 will direct stormwater to the drainage <br />ditch along the west side of the landill where it will be carried north to the wetlands <br />area. <br />North County Sanitary Landfill 1 San Joaquin County Public Works <br />Winterization Plan 2008/09 Solid Waste Division <br />
