EJ <br />Corrective Action Financial Assurance Estimate <br />North County Recycling Center and Sanitary Landfill <br />San Joaquin County <br />September 30, 2008 <br />, <br />Fi) (�,'EM11"OD <br />CBCT 12 2008 <br />ENVIR'JiNNIEN T HEALTH <br />PERMPYSERVICES <br />The purpose is this report is to estimate the cost of corrective action at the Corral Hollow Sanitary <br />Landfill against a "reasonably foreseeable release" in accordance with Sections 20380(b) and <br />22220 through 22222 of Title 27, California Code of Regulations (CCR). The County will then <br />demonstrate financial assurance for this cost. <br />Revision Contents <br />This revision incorporates the following: <br />• Costs for installation of landfill gas (LFG) components of corrective action are based on a <br />contractor bid received for similar work at the Corral Hollow Landfill. <br />• Other corrective action costs are updated from the cost estimate submitted in 2007 by 2.7% <br />in accordance with California Integrated Waste Management Board annual inflation factor. <br />• Total corrective action costs are based on a 30 -year corrective action period. <br />Site Description <br />The North County Recycling Center and Sanitary Landfill (NCRC&SL) is located on a 185 -acre <br />parcel at 17720 East Harney Lane, approximately 9 miles east of Lodi. The landfill is owned and <br />operated by San Joaquin County. The landfill is a single Class III Waste Management Unit, <br />extended as needed within the permitted lined area by the construction of new lined areas, called <br />"modules". <br />Disposed waste includes commercial and household waste, construction/demolition waste, and <br />agricultural waste. <br />Presently, the height of the landfill is limited to 190 feet msl. Under that height limit, the total <br />capacity of the landfill is 16.2 million cubic yards. Based on the current disposal rates the final <br />closure of the facility is projected to occur in 2036.
