Taj M. Bahadori -2- 27 December 2017
San Joaquin County DPW
Stockton
plans/specifications approved by the project design engineer(Geo-Logic Associates, Inc.) included
the following:
- Relaxation'of the LCRS gravel particle size specification for maximum percentage passing
through the#1200 sieve. See interim approval letter (Enclosure 2);
- A slightly higher maximum apparent opening size (AOS) for the 8 oz. geotextile layer (0.20 mm
vs.,0.18 mm);"and
- A hori2ontal seam in the geocomposite and geomembrane layers along the western side slope.
(More than one panel was needed to span of the western side slope (from top to bottom) for
each of these materials.)
The work also included installation of groundwater detection monitoring well G-9 along the
southwestern perimeter of the Module 5 area per the approved design report. An installation report
for this well (Well Installation Report for Well G-9, North County Landfill) was separately submitted
(uploaded to Geotracker) by the Discharger on 18 December 2017 for Water Board staff review
and approval.
The Final CQA Report includes a certification that Module 5B was constructed in accordance with
the approved construction drawings, specifications, and CQA plans, and in conformance with Title
27 and Subtitle D requirements. Based on this certification and the information in the report,
including design variances, the Final CQA Report for Module 5B is hereby approved. Module 5B
may therefore be operated on a long-term basis once the installation report for monitoring well G-9
has been approved by Water Board Compliance and Enforcement Unit staff.
If you have any permit-related questions, please contact me by telephone at (916) 464-4641 or by
email at iohn.moody@waterboards.ca.gov. For compliance-related questions, please contact
Todd Del Frate of our Compliance and Enforcement Unit by telephone at (916) 464-4737 or by
email at todd.delfrate@waterboards.ca.gov.
John Moody, P.E.
Water Resource Control Engineer
Title 27 Permitting and Mines
Enclosures
1.
