Box 1810 <br /> Stockton, California 95201 <br /> REVIEW OF DESIGN REPORT FOR MODULE 5, PHASE 1; WASTE DISCHARGE <br /> REQUIREMENTS ORDER.R5-2010-0096;NORTH COUNTY LANDFILL, SAN <br /> JOAQUIN COUNTY <br /> Central Valley Water Board staff reviewed the 17 November 2014 amended design report for <br /> the first phase of Module 5 construction at the North County Landfill (Engineering Design <br /> Report, Area 5 Base Liner System for the North County Recycling Center and Sanitary Landfill, <br /> prepared by CB&I Environmental and Infrastructure, Inc.). The report provides design plans, <br /> slope stability analysis, drainage analysis, construction drawings, project specifications, and the <br /> construction quality assurance (CQA) plan for the project, which will comprise about 6.3 acres. <br /> See Enclosure 1. Additional phases of the Module 5 will be constructed in the future as needed. <br /> The module represents a Subtitle D lateral expansion of the existing landfill footprint. The <br /> module's containment system will be consistent with the engineered alternative design <br /> authorized under Waste Discharge Requirements (WDRs).Construction Specification D.1.b, as <br /> follows: <br /> Component Base Side Slopes <br /> Operations Layer Greater than or equal to 2 feet of soil <br /> Filter Fabric Geotextilet Geocomposite <br /> LCRS 3/-foot gravel drain layer (nonwoven geotextile on both sides) <br /> Composite Liner <br /> 60-mil HDPE Geomembrane (double-side textured) <br /> Reinforced Geosynthetic Clay Liner (GCL) <br /> Foundation Layer 1-foot Y2-foot <br /> compacted subgrade compacted subgrade <br /> Soil for construction will be obtained from existing stockpiles on the eastern side of the site. <br /> Project CQA will include conducting an electrical leak location survey on the primary,liner. Pan <br /> lysimeters will be installed beneath a central LCRS trench and the module's secondary LCRS <br /> sump for unsaturated zone monitoring. A soil gas collection trench will also be installed beneath <br /> the module to allow for future connection to the LFG extraction system, if needed. See <br /> Enclosure 2. <br /> The maximum waste elevation in Phase 1 will be about 190 feet MSL compared to a maximum <br /> waste elevation of about 320 feet MSL at build-out of the module.
