San Joaquin County <br />will advance one well boring (G-10) at the location presented on the map. Staff concurs with the location. Please <br />proceed to install the well with the schedule provided below. Once the well has been installed and surveyed, a second <br />letter work plan proposing two additional wells will be forwarded to staff for review. Staff will conduct a quick turn so <br />that the County can maintain the schedule. Based on the information below, the two additional wells will be drilled <br />starting 19 February 2018. Following completion, the wells will be surveyed. <br />An approved Title 27 compliant well and well field requires the County to develop the wells, measure depth to <br />groundwater, and collect initial samples. Staff expects the wells to be developed and initially sampled for COCl and five <br />year CDCs listed in the MRP at the time of development. Please be mindful of turbidity as turbid samples may interfere <br />with the analytes. Depth to groundwater measurements should be collected from all viable site wells on the day of <br />measurement so that proper groundwater flow and direction can be calculated. <br />Staff will not rescind the prohibition that no waste can be disposed of in Module 5B until the North County Sanitary <br />Landfill has a compliant monitoring well network approved by staff. Staff must see that the wells have been properly <br />drilled with appropriate screen intervals set at proper depths, the wells have been developed, the wells have been <br />measured for depth to groundwater, and the wells have been sampled per the MRP. Once these conditions have been <br />met, staff will approve the monitoring well network. This monitoring system shall be compliant no later than 30 March <br />2018. Following that, barring any other conditions of non-compliance with the monitoring network, the County will be <br />able to resume filling in Module 5B. <br />Finally, staff requests the Discharger properly respond to the Continuing NOV dated 8 January 2018 by submitting a <br />complete Monitoring Well Installation Work Plan. A complete Work Plan is necessary to address any public or <br />management inquiries, if needed. Please submit this Work Plan by 7 February 2018. Furthermore, by 1 June 2018, the <br />Discharger shall submit a Monitoring Well Installation Report per the Water Board Well Installation Report Guidelines <br />attached. The drilling of this new well will commence Tuesday January 30, 2018. The <br />San Joaquin County will install new G-10 at the location shown on the figure to better confirm the groundwater flow <br />direction. As shown on the figure the current direction of flow appears to be northward towards wells G-7 and G- <br />
