2. As shown on the City's land use diagram, the General Plan land use designation for the <br /> proposed project site is Low Density Residential (LDR). The corresponding zoning district for <br /> LDR is R-1, which has a front setback of 20 feet. In addition to the requested setback for the <br /> future right of way for Sedan Avenue, the cell tower and equipment enclosure will need to be <br /> set back an additional 20 feet. This will ensure that the tower and equipment enclosure are <br /> outside of the future front setback area of the site. <br /> 3. The Development Standards for a Wireless Communication Facility can be found in Title 17 of <br /> the Manteca Municipal Code. Specifically, Title 17, Article IV, Chapter 17.88.060 identifies <br /> these Development Standards for cell towers and equipment enclosures. Please ensure that <br /> the proposed tower and equipment enclosure adhere to the general requirements listed in <br /> Section 17.88.060.A. Please note that the tower and equipment enclosure are subject to the <br /> City's Noise Standards found in Section 17.58.050. Further, Section 17.88.060.D.1 identifies <br /> that all wireless communication facilities (including equipment) shall be designed to minimize <br /> the visual impact to the greatest extent feasible by means of placement, screening, and/or <br /> camouflage, and shall be compatible with existing architectural elements, landscape elements, <br /> and other characteristics of the site on which they are located. A visual impact analysis is <br /> required to demonstrate how the proposed facility will appear from the public rights of way. <br /> Please provide the City with a visual impact analysis for the site showing what the tower and <br /> equipment enclosure will look like from Sedan Avenue. Further, Section 17.46.070 requires <br /> that industrial uses be screened from adjacent residential and agricultural zones by a masonry <br /> wall with a minimum height of 7 feet. When preparing the visual impact analysis, please <br /> ensure that the applicant includes a masonry wall around the equipment and tower, as this is <br /> an industrial use currently surrounded by agricultural uses and potential future residential <br /> uses. <br /> In addition to the requested information above,the City wishes to review any other information submitted <br /> with the project (studies, elevations, environmental assessments, etc.) prior to the approval of this <br /> project.
