Changing state regulations has created this
new class of wastes (cathode ray tubes, thermostats, fluorescent lighting tubes,
and batteries) whose content of certain hazardous components (e.g. mercury
and cadmium) requires special handling. The goal of the Universal Waste Rule
is to prevent landfilling and encourage recycling. Universal waste such as CRTs
that are recovered from the tipping floor or dropped of will be stored on a pallet or
in containers in the designated Storage Area. Auto batteries and single use
alkaline -type batteries will be stored in boxes or placed on a pallet in a non -traffic
area within the Transfer Station following current load checking procedures.
Universal wastes will be temporarily stored in the separated non -traffic area of
the Facility prior to being transferred off-site. Typically, a pallet of universal
wastes will be encased by shrink wrap as proper storage to mitigate breakage
during collection and hauling to an authorized recycler. Bins, boxes, or other
containers may be used to package these wastes. The Facility is a registered
CRT Handler with the Department of Toxic Substance Control. Regulations
(22CCR, Section 66273.35) require large quantity handlers (greater than 5,000
kg. at any one time) comply with:
• Storage less than 90 days
• Marking or labeling receipt date,
• Inventory control system, and
• Maintaining a specific accumulation area.
YARD WASTE COMPOSTING AREA:
Figure 3 — Preliminary Site Plan has been amended to show the Site Plan
modifications to the yard waste composting area.
EDGAR & ASSOCIATES, INC. 5 MARCH 27, 2006
