TRACY MATERIALS RECOVERY & TRANSFER FACILITY
9
RFI AMENDMENT NO. 3
WOOD WASTE PROCESSING AREA:
Figure 3 — Preliminary Site Plan has been amended to show the Site Plan
modifications to the wood waste processing area.
The load checking plan has been amended to include treated wood waste
(TWW) and CCA wood waste. TTW and CCA wood wastes are not accepted at
the facility.
i
Figure 3 — Preliminary Site Plan and Figure 7 — Preliminary Floor Plan have
been amended to show the footprint of the building addition. Additionally Figure
Al and Figure A2 by Roger J. Wilson Architect have also been provided to show
the plan view and profile of the Building Addition. The building will constructed
with a concrete slab floor with metal siding and roof. The building will add 11,950
square feet of floor space and will house a paper baler, and will be approximately
37 feet tall.
The Building Addition has been anticipated by Tracy Material Recovery and
Transfer Station since 1993 and was included in the Draft Environmental Impact
Report — SCH # 93042093 on pages 11 and 13. As stated in the fourth
paragraph on page 11:
"The applicant anticipates that this building may ultimately expanded to
the north and west to accommodate additional volume in the future"
As stated in the second and fourth paragraph on page 13:
"Separated recyclables are then baled or stored in bins until shipped off
the site to various markets". Paper, plastic, and cardboard will be baled and
stored for off-site shipments to markets."
The building is being expanded to handle the volume of source -separated
cardboard, newspaper and other clean fibers. The clean material will be
delivered from the adjacent Material Recovery Facility processing line and stored
within the building, or be tipped directly from source -separated loads of clean
material with less than 10% residuals, and less than 1 % putrescibles. The
operator will not conduct any additional sorting of the material since only clean
material will be stored and then baled within the building. No garbage or
municipal solid wastes or other types of waste materials will be delivered, sorted,
processed, or stored in the building.
EDGAR & ASSOCIATES, INC. 6 MARCH 27, 2006
