The EHD has reviewed the amendment as required by Title 27
California Code of Regulations (CCR) §21665.
The RFI amendment site plan shows an increase to the composting area from approximately
60,000 to 150,000 square feet. Liquid runoff from the compost area drains to a dedicated
Evaporation Pond. The Evaporation Pond is lined with three feet of low permeability clay to
minimize percolation of compost leachate into the water table. The original RFI (dated
December 1993) states that the Evaporation Pond has the capacity to handle runoff from a
compost area of no more than 90,000 square feet. Increasing the composting area to 150,000
square feet requires a larger Evaporation Pond to handle the runoff. The RFI amendment does
not include plans for expansion of the Evaporation Pond.
Approval of the amendment is denied at this time due to the inadequate size of the compost area
Evaporation Pond.
Contact Garrett Backus, R.E.H.S. at(209) 468-2986 with any questions.
Garrett Backus, REHS
Environmental Health Department
cc: Keith Kennedy, CIWMB
