SAN J O Aq U I N Environmental Health Department <br /> ki '\j I y AMENDED <br /> 8/3/2021 <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> METAL FINISHING SOLUTIONS-STOCKTON 1325 EL PINAL DR, STOCKTON July 20, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br /> OBSERVATION:The business plan information has not been reviewed and resubmitted in the California <br /> Environmental Reporting System (CERS)annually by the due date, January 15.The business plan information for <br /> 2018 was submitted late on 8/1/2018,for 2019 was submitted late on 2/28/2019 and was missing the Inventory and <br /> Plans elements, and for 2020 was submitted late on 3/26/2020. <br /> REGULATION GUIDANCE:The hazardous materials inventory shall be submitted by January 15 of each calendar <br /> year and may be submitted beginning November 1 of the previous year <br /> CORRECTIVE ACTION: Submit a statement to SJC EHD stating that the business will annually certify/submit the <br /> annual HMBP to CERS by January 15. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished and amended on 8/3/2021 and replaces the initial checklist. The report was amended by adding <br /> violation 4 and 5, and removing violation 7. <br /> Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 4 violation(s)during the <br /> inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a <br /> statement documenting the corrective actions that have been or will be taken for each violation, and any <br /> supporting paperwork, by 9/2/2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
