Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CO8S2HYYN Site Location: NEAR 2373 S. MARIPOSA RD. <br /> Activity Summary <br /> Activity Date Recorded by <br /> 12/10/2020 Discussed with Elena Manzo ILead Senior REHS1 based on discussion sent an GAITAN <br /> email to Justin Padilla, SJC Public works, asked if he was able to inspect the <br /> storm drain. <br /> 12/14/2020 Discussed complaint with Elena Manzo ILead Senior REHS1 based on discussion GAITAN <br /> left voicemail for Justin Padilla, Engineering Assistant I for SJC PW. <br /> 12/15/2020 Called 468-3074, spoke to Marisa with Public Work, who provided me with a MANZO <br /> manned phone number to Water Resources. Called 468-3000, spoke with Landi, <br /> told her that we haven't been able to reach Justin Paddia concerning this <br /> complaint and that I would like to speak to his supervisor. Landi indicated that <br /> Justin is in the office and went to get him. Spoke with Justin, who indicated that he <br /> hasn't had the opportunity to inspect the impacted storm drain system associated <br /> with this complaint. Justing indicated that their department is short on manpower <br /> and that storm water"duties falling by wayside", he is assigned to counter and <br /> can't leave the office to inspect the system until December 21 st. <br /> Justin indicated that they don't have the capability to clean or hire contractor to <br /> clean the impacted storm drain. Their course of action would be to write a 10-day <br /> correction notice to the property owner where the impacted drain is located, after <br /> the 3rd letter if the storm drain has not been cleaned they refer the matter to the <br /> DA office. Justin indicated that in the mean time, he will research where the two <br /> spills may have drained into and provide this in formation to the EHD. <br /> Received an email from Padilla, Justin [PW] <jpadilla@sjgov.org>, which included <br /> a site map for the storm drain in the area: "Our GIS records for the area are <br /> incomplete (see attached, only showing a manhole).As stated below, the storm <br /> system may be in a County area, but it is not County maintained. Per State <br /> requirements, this area of the County is outside of our purview. We do not <br /> currently have the manpower to inspect outside of our required areas, nor do we <br /> conduct any cleanings. <br /> In areas we are required to enforce, the best we can do it send a Notice to Clean. <br /> Once we do that three times, if we receive no response, we can then refer to the <br /> D.A.'s office and/or the State." <br /> Sent a response email to Justin, asking to let me know when Justin has inspected <br /> the site. Updated assigned inspector and M. Nissim(CUPA program coordinator). <br /> 12/15/2020 Received email from Elena Manzo ILead Senior REHS1 updated me on complaint GAITAN <br /> and conversation she had with Justin Padilla, Engineering Assistant I for SJC PW. <br /> Based on the email I generated a site maps of spill area. Sent copy to Elena <br /> 12/16/2020 Left voicemail for Richard Stiffler, City of Stockton storm drain unit. Sent email to GAITAN <br /> Richard and Bryan Toledo, City of Stockton storm drain unit. Requested <br /> information regarding if storm drains adjacent to diesel spill still remain plugged. <br /> 12/17/2020 Received email from Richard Stiffler, City of Stockton storm drain. Based on email GAITAN <br /> I contacted Richard, he stated that the storm drain plugs were pulled out shortly <br /> after diesel was cleaned from streets. <br /> Sent email to Elena Manzo ILead Senior REHS1 updated her on complaint. <br /> 12/17/2020 Sent email to Richard Stiffler, City of Stockton. Asked where storm drain leads to GAITAN <br /> on Mariposa Rd. <br /> 5105.rpt Page 5 of 6 <br />
