Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CO0053349 Site Location: 6163 S MOBLEY RD <br /> Activity Summary <br /> Activity Date Recorded by <br /> 01/28/2021 9:30 a.m.: PG&E reported a spill where approximately 25 gallons of mineral oil ALANIZ <br /> was released from a pole mounted transformer. <br /> Called Alex Steele, PG&E, 209-337-8902. On 1/27/2021, a pole mounted <br /> transformer fell during a storm and landed in an orchard. The orchard then <br /> became flooded with approximately 4 inches of water. Alex explained that the <br /> transformers on the pole were from the early 50's and could test positive for <br /> polychlorinated biphenyls (PCBs). He had Dave Larsen pull a sample and was <br /> waiting for the results. <br /> Called Dave Larsen and left a message. Looked up property owner in CERS and <br /> could not find any information. <br /> Left for the site at 9:57 a.m. and arrived at approximately 10:30 a.m. <br /> The pole mounted transformers were picked up by PG&E and absorbent material <br /> was placed around the contaminated area for containment. No sheen was <br /> observed on the rain water. <br /> Called Dave Larsen and he said he was on his way to the site. Filled out the <br /> complaint information and wrote the notice to abate. Emailed it to Alex Steele at <br /> <R2Sv@pge.com>. <br /> The property owner's son arrived on site at approximately 11:40 p.m. He was <br /> about to start draining the field with the transformer in it. I informed him that the <br /> field could contain PCBs in it. <br /> Dave arrived on site at approximately 11:45 p.m. He informed me that the mineral <br /> oil results came back as non-detect for PCBs. <br /> The current clean-up plan: <br /> Dave is going to begin cleanup of the area on Saturday (1/30/2021). He is going <br /> to use two roll-off bins and an excavator. The owner is going to transfer the water <br /> to another field for irrigation. I did not have any concerns with this as I did not <br /> observe any oil floating on the water. Discussed with Elena Manzo, lead senior. <br /> Got back to office at 1:18 p.m. Completed a photo log and corrected the property <br /> owner information in the complaint. Wrote a prop 65, completed the narrative, and <br /> updated Elianna Florido, REHS. She is on-call over the weekend. <br /> 5105.rpt Page 2 of 5 <br />
