Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CO0053349 Site Location: 6163 S MOBLEY RD <br /> Activity Summary <br /> Activity Date Recorded by <br /> 01/30/2021 2:30pm -5:30pm : Dave Larsen called and informed me that the orchard is still FLORIDO <br /> flooded with water, the property owner is pumping the water, and there is no oil on <br /> the water. Left home for site. Arrived on-site and met with Dave. I observed the <br /> following: a large area of the orchard flooded with water; a pump was pumping the <br /> water from the flooded side of the orchard (east of driveway) to a less-flooded side <br /> of the orchard (west of driveway); the transformer pole without the transformers <br /> was laying on high ground (out of the water) in the orchard, next to a type of <br /> cell/power tower; a roll-off bin containing soil, tree trimmings, and oily absorbent <br /> pads and boom; a opaque whitish/grey sheen running north along the edge of the <br /> water on the east side of the driveway for-200-300 ft before accumulating an area <br /> of water-50 ft by 20 ft and -600 ft north of Mobley Rd.; the wind was blowing <br /> north. When Dave dipped a hydrophobic absorbent white pad in the sheen, the <br /> pad turned a light yellow/cream color. Dave stated the sheen was not oil, since the <br /> sheen did not look like the sheen made from transformer oil, and the absorbent <br /> pad was not yellow like the pads he had used to absorb the oil around the <br /> transformers. Dave and Alex Steele stated that once the water dries up in the <br /> orchard, Dave will go back to the site to see if he finds any oil left on the soil. <br /> Observed PSC personnel haul the roll-off bin of waste off site. Dave stated the <br /> waste was going to Forward Landfill to be disposed of. Dave sent me a copy of the <br /> oil sample analytical, which shows the transformer oil is non-detect for PCBs. <br /> Reminded Alex Steele to provide EHD with a copy of the waste disposal records. <br /> Left site for home. END. <br /> 01/31/2021 gam - 1lam : Discussed yesterday's findings with Elena Manzo, Ld Sr REHS. FLORIDO <br /> Determined that a sample of the sheen should be taken. Left home for site. <br /> Arrived on-site and observed the sheen in the same areas as yesterday. Dipped a <br /> piece of notebook paper into the sheen, in order to see if the paper would dry with <br /> an an oil stain. Took a sample of the sheen with water; Sample A. Took photos. <br /> Drove to the area where the transformer pole was lying flat. Observed what <br /> appeared to be a whitish sheen in the water nearby. The sheen was approximately <br /> 1 ft by 5-10 ft in size. Took a sample of the sheen with water; Sample B. Took <br /> photos. Updated Elena. Left site for home. Arrived home. Called and informed <br /> Alex Steele of my findings and that PG&E will either need to prove that the sheen <br /> is not from their transformer oil spill or suck up the water and excavate. Alex <br /> stated he will try to get Dave to go back out to the site tomorrow to take another <br /> look and keep me updated. Sent photos of sheen to Alex. END. <br /> 01/31/2021 Assisted Elianna Florido with clean up and water impact sampling considerations. MANZO <br /> 02/01/2021 Called and spoke to Dave Larsen who is aware that I am concerned that there is FLORIDO <br /> transformer oil on the water that needs to be cleaned. Dave stated he is unable to <br /> go to the site today because he is out of the county at other spills. Dave suggested <br /> I call Alex and have him run a sample of the water to determine if it has tranformer <br /> oil in it. <br /> Called and spoke to Tony Chapee, property owner, and informed him that I <br /> observed what may be transformer oil on the water in his orchard, and that PG&E <br /> will need to prove whether or not it is there transformer oil. Tony stated he would <br /> stop pumping the water to other parts of his orchard. <br /> Called and spoke to Alex Steele who stated that he or Dave probably won't be <br /> able to go to the site until 2/4 to take a look at potential oil on the water.
