San Francisco Public Utilities(Tesla UV Treatment Facility).Facility treats water from Hetch Hetchy water <br /> supply system.The UV bulbs break at an approximate rate of 7 bulbs per 2 years, resulting in mercury releases into the water.The impacted water is <br /> discharged to an unlined on-site basin.Approximately 11,000 gallons of water are released during each event.Mercury concentrations are expected to <br /> be low in the water(approximately 0.003 mg/L);however,this is an on-going issue that needs to be resolved.While the mercury MAY not pose a risk to <br /> groundwater,the risks to human health need to be investigated further.This complaint was submitted by the Central Valley Water <br /> Board in order to have additional agencies investigate this on-going issue.There is uncertainty in which agency should be investigating the cause of the <br /> bulb breakage. <br /> PROPERTY INFORMATION <br /> Property Name: <br /> Site Location 9000 W VERNALIS RD District 005-ELLIOTT,BOB <br /> :95377 Location Code 99-UNINCORPORATED AREA <br /> Cross Street APN 25316002 <br /> -------------------------------------------------- <br /> Complaint Status: <:�-) <br /> Date Abated: g l2 J7 ' Abated By: <br /> —T�� <br /> Activity Summary <br /> Activity Date Recorded by <br /> 07/06/2021 1 reviewed the EHD information on this issue, emailed Dina Calanchini, Central BACKUS <br /> Valley Water Board and offered to discuss the issues by video call. <br /> The CVRWQCB issued a Notice of Violation on 27 June 2018 to this facility for <br /> their discharge of mercury to the grit pond. I don't believe that Notice of Violation <br /> has been resolved. <br /> My agency oversees mercury spills at the time of the incident. When notified of <br /> the release by the facility, we verify that the facility conducts a cleanup. The most <br /> recent notification of a spill was August 24, 2020. The current process to capture <br /> the mercury is by flushing with water into a large container(Baker tank). The <br /> water and mercury mixture is then disposed of as necessary. Testing of this <br /> mixture by the facility has found it to be non-hazardous waste. <br /> The facility has notified us that they want to remove the Baker tank collection <br /> system in 2021. Our response has been to resolve the Water Board NOV or <br /> keep collecting the waste when lamps break. <br /> We can set up a video (Teams) meeting to discuss coordination of further action <br /> at this site.
