3
quarter inch of soil and paint chips, place in a plastic trash bag and seal with tape. The
bare soil hazard areas can then be treated by interim control also. This may consist of
impermanent surface coverings such as sod, bark, mulch, gravel or other ground covers.
If bark or gravel is selected to apply around the dripline of the house, the covering shall
be at least 2 inches deep and extend from the foundation out to a distance three feet from
the house. Bare soil in children's play areas can be covered with sod or grass and
maintained at all times in good condition. All debris and soil shall be collected and
disposed of at a San Joaquin County household hazardous waste site. When transporting
household toxics, state transportation laws limit each vehicle to a maximum of 15 gallons
of liquid or 125 pounds of solid material.
Interim control activities frequently disturb lead-based paint and typically take place in
areas with excessive levels of leaded dust. It is recommended that interim control workers
and supervisors, whether employed by the property owner or an independent contractor,
or the owner himself, be trained, preferably through an accredited abatement course.
Enclosed is a copy of the United States Environmental Protection Agency (EPA) booklet
entitled "Lead Paint Safety". Following the recommendations in this booklet will make
for a safer job. Because of the leaded dust which may be generated during this work,
HUD guidelines require that residents remain outside the building during work but may
return in the evening after the day's work and cleanup are completed. Residents must
have safe passage to bathroom, at least one living area, and entry/egress pathways upon
return. Alternatively, residents can leave until all work is completed.
Should you choose not to do the work yourself, information is being provided to help you
obtain a state certified lead contractor. You may hire non-certified workers of your choice
if the abatement work being performed is designed to reduce lead paint or lead hazards
for less than twenty years. However, all work shall be done according to lead safe work
practices.
Upon the completion of controls, you must contact this office for a clearance
inspection of your property.
Please contact Omran Sood of the San Joaquin County Environmental Health Department
at (209) 468-9965 upon receipt of this notice and for any questions you may have. I am
available to meet with you at the site to discuss the results of the findings and any
mitigation options you may present.
Omran Sood
Senior Registered Environmental Health Specialist
C: City of Stockton, Code Enforcement, Neighborhood Services Division
