Countermeasures for Discharges- 112.7(a)(3)(iv) & (v) <br /> Spill kits are utilized to clean-up minor spills and their locations are described in the following <br /> Section of this Plan: Weirs,Booms, or Other Barriers- 112.7 (c)(1)(iv). A clean-up <br /> contractor is utilized to handle large spills. See Appendix A for capabilities of the emergency <br /> response contractor. <br /> Methods of Disposal <br /> Cleanup of oil spills can generate waste materials that would require offsite disposal. The <br /> Facility will characterize wastes and dispose of the materials offsite at appropriate treatment, <br /> storage,or disposal facilities. Below are examples of spill cleanup materials and their <br /> anticipated disposal method and waste characterization: <br /> • In California,used oil is a hazardous waste; therefore, spent oils that are retrieved <br /> would be disposed as hazardous wastes. Recovered liquids shall be transferred into a <br /> 55-gallon drum or other suitable container, and will be marked/labeled as used oil. <br /> Recovered oil will be transported offsite within 90 days of generation. <br /> • Rags, booms, spent absorbents contaminated with oil will be characterized by the <br /> Facility and its waste hauler. In most cases,these materials will be disposed offsite as <br /> hazardous wastes. <br /> • Soil contaminated with oil will be characterized by the Facility and its waste hauler. In <br /> most cases,these materials will be disposed offsite as hazardous wastes or Class 2 <br /> Designated Wastes. Oily absorbents shall be disposed with other plant oily solids, and <br /> will be transported offsite within 90 days of generation. Oily solids and liquids will be <br /> shipped offsite as Non-RCRA Hazardous Waste to a proper disposal or treatment <br /> facility. <br /> Wastes shipped offsite as hazardous wastes will be accompanied by a hazardous waste <br /> manifest. Other wastes will be accompanied by appropriate shipping papers. <br /> Depending on the quantity of material spilled and other media involved(such as soil, water, <br /> cleanup materials,) spilled material can be recycled or disposed of at an approved disposal site. <br /> Emergency Contact List- 112.7(a) (3) NO <br /> See the cover page of this Plan for the oil spill clean-up contractor. The spill notification <br /> contacts are also provided in the Spill Response Team Section of this Plan as well as Figure 3 <br /> behind the Figures tab. <br /> Spill Notification - 112.7(a)(4) <br /> See Appendix B, Reportable Spill Notification, which must be filled out prior to reporting a <br /> spill report to the proper notification contacts.
