Spill Coordinator- 112.7(1)(2) <br /> Bill Boscacci, Environmental Specialist, is responsible for Owens-Brockway*s (Plant #22) <br /> spill management and tank compliance programs. <br /> Spill Prevention Briefings- 112.7 09(3) <br /> Spill prevention briefings are held at least once a year by management for personnel involved <br /> with oil handling at the facility. These briefings cover known spill events, malfunctioning <br /> equipment(if any), updates in the SPCC Plan, recently developed precautionary measures, <br /> and all other topics related to spill prevention. Training includes oil spill prevention, <br /> containment, and retrieval methods. Additional exercises may include a simulation of an on- <br /> site vehicular spill to prepare facility personnel for possible spill responses. A record of <br /> these briefings will be made and kept on file with the SPCC plan. Appendix F includes a <br /> copy of the briefing documentation form. <br /> Security-40 CFR Part 112.7(g) <br /> Fencing- 112.7(g)(1) <br /> The Owens-Brockway Plant#22 facility is surrounded by a security fence and a security <br /> guard is present at the facility entrance. In addition,the facility operates 24 hours a day, <br /> seven days a week. Therefore,the Plant#22 facility is not unoccupied at any time. No <br /> unauthorized entry is permitted. <br /> Valves and Controls-112.7(g)(2) <br /> The master flow and drain valves(if present) associated with the oil storage containers are in <br /> the closed position when in non-operating or standby status. <br /> Electric Starter Controls- 112.7(p)(3) <br /> There are no electrical starter controls for the oil pumps located at the facility,with the <br /> exception of the lube oil tank. The electric control is locked when not in use or located <br /> within the secured facility boundaries. The remaining oil products are dispensed by either <br /> gravity or hand pump. <br /> Loading and Unloading Connections-112.7(g)(4) <br /> The oil storage containers at the Owens-Brockway Plant#22 facility have loading and <br /> unloading connections that are securely capped when not in use. <br /> 26 Ma).2017th 6 <br />
