Sorbent Materials-112.7(c)(1)(vii) }
The following materials are maintained at the facility for response to and containment in the
event of a release: booms, floor dry, absorbent socks, sponge particulate, absorbent pillows,
plastic sheets to cover catch basins, and soda ash and sand. The inventories are checked
monthly to replenish used materials. Adequate materials are present at the facility and spill
kits will be located in those areas where releases are likely to occur.
Demonstration of Practicability-40 CFR Part 112.7(d)
Owens-Brockway's management has determined that the use of the containment and
diversionary structures, and the use of readily available spill equipment to prevent discharged
oil from reaching navigable water, is practical and effective at this facility. Therefore, an oil
spill contingency plan as described in 40 CFR 109 is not required or included in this SPCC
Plan, and 40 CFR I I2.7(d) since the Facility has adequate dedicated or general secondary
containment for the oil handled onsite.
Inspections and Records40 CFR Part 112.7(e)
Monthly visual inspections consist of a complete walk-through of the facility to check the
following: piping, equipment and tanks for leakage, soils for staining and discoloring,
excessive accumulation of rainwater in outdoor dike oil handling areas, verification that dike
drain valves are closed.
The checklist provided in Appendix C is used during monthly inspections. The items
covered in the inspections are performed in accordance with API standards and good
engineering practices. This written monthly report(checklist) is prepared, signed by the
inspector, and the original copies are maintained on file for three years.
Personnel Training and Spill Prevention Procedures-40 CFR Part 112.7(f)
Training- 112.7(&1)
Owens-Brockway provides spill response and prevention training to its oil-handling
employees at least once a year. In addition, since the facility operates 24-hours a day and
seven days a week, a foreman from each shift must be trained in spill response and
prevention training. Spill training at the facility involves reviewing proper use of oil sorbent,
and spill response materials, proper notification of facility personnel, regulators, and spill
response contractors, and appropriate measures to maintain the health and safety of workers.
Documentation of these events are recorded on the employee training record sheet(Appendix
E), and kept on file in the Environmental Engineer's office with this SPCC Plan. Safety data
sheets (SDSs) for oil and other substances stored or used at the facility are maintained at the
facility and are readily available.
25 May 2017At bast 3016
