If the visual inspection indicates the lack of a sheen or free product, the uncontaminate (ot -
free) water may be drained from the containment area.
If visual observations indicate the presence of a sheen or oil on the accumulated water, the
water will not be discharged. Arrangements will be made to have the accumulated water
pumped into drums or a tank truck for proper disposal. It is discharged to the cullet yard
runoff and pumped back to the basement.
Drain Accumulated Rainm ater - 112.8 (c)(3)(iii)
The facility personnel, under responsible supervision, will open the bypass valve to drain the
uncontaminated rainwater and close it when finished. This procedure will not take place
during transfer operations.
Records of Drain Events - 112.8 (c)(3)(M
Records related to drainage events are not required. Records of periodic inspections are
recorded on the inspection logs (Appendix Q.
The facility drainage does not drain directly into a watercourse or into an on-site
wastewater treatment plant, therefore, the facility is not required to maintain and
complete a drainage release log per 40 CFR 112.8(c)(3)(ii), (iii), and (iv) each time
retained rainwater is discharged.
Underground Storage Tanks - 112.8 (0(4) & (5)
There are no buried or partially buried storage tanks at this facility._
1
Integrity Testing -112.8 (c)(6)
Facility container inspections comply with the requirements in 40 CFR 1 12.8(c)(6) and
California Health and Safety Code Sections 25270 to 25270.13. Each oil -filled container is
inspected once a month using an inspection form similar to the one in Appendix C. The
frequency and type of testing consider the container size and design.
40 CFR 112.8(c)(6) of the SPCC regulations require visual inspections of aboveground
containers on a regular schedule in combination with other testing techniques such as
hydrostatic testing, ultrasonic testing, or another system of non-destructive shell testing. 40
CFR 1 I2.7(a)(2), as well as EPA guidance in the regulation preamble, Inspector Guidance
Document, and interpretation letters, allow use of an environmentally equivalent method of
meeting the integrity testing requirements. If an environmentally equivalent method is used,
integrity testing is not required.
Based on good engineering practice, and after considering the tank installation and
alternative measures, as well as the requirements of Steel Tank Institute (STI) Standard SP -
31 Nlay 20174u I_ H
0.
