Bulk Storage Containers -40 CFR Part 112.8(c)
Compatibility -112.8 (c)(1)
as
Each oil storage container is constructed of steel or polyethylene and is compatible with the
oil it contains. In addition, the containers are compatible with the conditions of storage such
as pressure and temperature. Any proposed change in tank, pipe, containment, or oil product
shall be evaluated and certified by a registered Professional Engineer for compatibility prior
to implementing the change.
Secondary Containment -112.8 (c) (2)
See the secondary containment discussion in the following section for the oil storage areas
present at the facility: Containment and Diversionary Structures -40 CFR Part 112.7(c)(1).
Drainage of Accumulated Rainwater -112.8 (c)(3)
With the exception of the 1,000 -gallon diesel fuel and 180 -gallon fire water diesel fuel ASTs,
the bulk oil ASTs are located indoors. There is no accumulated rainwater associated with the
indoor ASTs. The facility drainage does not drain directly into a watercourse or into an
on-site wastewater treatment plant, therefore, the facility is not required to maintain
and complete a drainage release log per 40 CFR 112.8(c)(3)(ii), (iii), and (iv) each time
retained rainwater is discharged.
Rainwater may accumulate in the concrete berms associated with the 1,000 -gallon diesel fuel
and 180 -gallon fire water diesel fuel ASTs. The containment areas will be inspected monthly
and after each substantial rain event for the presence of accumulated water. The drainage of
accumulated rainwater from these containment areas is controlled by the following
guidelines:
Bypass Valve - 112.8 (c) (3) (i)
Accumulated rainwater is restrained in the containment area by a manually operated valve
located on the east side of the dike for the 1,000 -gallon diesel fuel AST, which is normally
kept in the closed position, unless draining water from the containment area.
Inspect Accumulated Rainwater - 112.8 (c)(3)(ii)
Prior to opening the bypass valve to drain the containment area of accumulated rainwater, the
surface of the water is inspected for the presence of an oil sheen or product floating on the
water. As stated earlier, the inspections are not required to be documented because the
facility drainage does not drain directly into a watercourse or into an on-site
wastewater treatment plant.
30 R 4 ti?U 17AHw-ust -20,16
